SPECI.�LL MEETING -VILLAGE OF GEM LAKE COUNCIL - CALLED 3Y THE MAYOR <br />on THURSDAY I•,iAY 7th at his home. <br />PRESENT - ;Mayor Koffman, Hansen,Gray,Areand, Morgan and Bemis (Chairman <br />of the Planning Committee and Zoning Administrator) <br />Also present Bill :Stenger, presenting his request in ersen. <br />The meeting was called. to order at 8:45 PM <br />Stenger requested this special meeting to consider his verbal application <br />for a special use permit under section ;#.203 (1) of Zoning Ordinance f,,Z5, <br />for the purpose of operating a used car lot on the property at the north- <br />east corner of Scheuneman Road and E. County Rd.E. formerly Scheuner-lan's <br />mar-ete He stated that the cars would be clean and that the lot would be <br />lce_nt in a clean. and orderly manner. Re plans to have 45 cars on the front <br />of the lot. It must he noted that Stenger presented no application_ in writ- <br />ing to the Zoning Administrator for submission to the planning committee as <br />provided in sections #5.5 (1) (P) (3) and (4) and little time. was given either <br />L� to the Planning Committee or the Council to consider the verbal application. <br />7 It appears that: Stenger purchased this lot from Clarence Wild for $18,j00 <br />payable at the rate of $100. moni:hly, that Wiltd is still Lhe fee owner <br />and that.Stenger cannot tare the building down or vet a mortgage on a new <br />building until he has completed all payments.Iie still owes about $15,000. <br />Stenger claims that this is the only kind of business that he can conduct <br />on this lot because there is no sewer or water in Gem Lake and that the <br />building can only be used for this purpose or a vegetable market., He does <br />appear to have any capital with which to operate. <br />Bemis pointed out that the council had required of Tousley that he meet <br />very definite standards in b.is operation and that the council had certain <br />obligations to TouslVy. Berns also expressed the opir.tion that a used car <br />lot on this particular corner would be a detriitenl. and eyasore to the village <br />and little if any benefi'c to the other merchants. That it would lower rather <br />than increase the prestige of our shopping center. <br />With cars parked heavily in _front of the D-R station, plus the many cams of <br />the mosquito control group on the other corner, this busy intersection would <br />like,.y look likke one big used car lot. If Stenger we:.-e successful , he would <br />soon be wanting more space. <br />Members of the council expressed the opinion that they did not want to stop <br />anyone from malting a "living and were sympathetic to Stenger's problem. <br />Stenger su.;gested that he be given a trial period to see how it goes and <br />sa_d that if we did not like his operation we could of course call it off <br />at any time,, Bemis pointed out that this would or might create a very <br />aw2ward situat'_on ir, which the council m,ieht later be accused of putting a <br />man oilt of business.If the council denies the special use permi(:, it is in <br />fact obly stating that it is not in favor of a used car lots and that under <br />the Zoxii)jo ordinance there are a nui.,ber of other businesses which could be <br />operated at that location. <br />Stenger was asked to leave the meeting at 10:00PM and the matter was discu- <br />ssed furt;ier.It seemed clear that soire opinlons were for, so.e against and <br />some in the middle, and that further thought should be given to the riatter. <br />It was then agreed that another meeting would be held on Monday night May <br />llth at 9:00 P:vI at the Vlayo is house.
