Pollution Control Agency (MPCA) Municipal Separate Storm Sewer System (MS4) Permit <br />submittal and program requirements: <br />Background <br />Each.year, the City of Gem Lake.is required to complete annual reporting and host an annual meeting as <br />part of their MPCA National Pollutant Discharge Elimination System/State Disposal .System (NPDE.SISDS) <br />MS4 Permit. The Annual.Report requires a summary of all MS4 related. activities, requirements, and <br />inventories by the City in the given year. The Annual Report is due June $V1 of each year. covering the. <br />previous calendar year. <br />In November of 2020, the MS4 general permit was reissued and permittees were required to suibmit. the <br />MS4 Part 2 Permit Application by.Aprll 1.5, 2021, The City of Gem Lake completed and initially submitted <br />their -application on April 15, 2021. The City received authorization to .d.ischarge.stormwater under the <br />National Pollutan..t.Discharge Elimination System/State Disposal System (NPDESISDS) M84 General <br />Permit (MNR040000), effective November 12, 2021. Any necessary updates to the City's existing MS4 <br />program to satisfy the requirements of the 2020 MS4 permit must be complete by November 12, 2022. <br />Scope of Work <br />The scope of services is described in two major tasks, including: <br />1 MS4 Annual Reporting Assistance <br />2.. MS4 Program Updates <br />Although these tasks are part of the. City's MS4 permit,. the final. deliverable for each task is independent <br />of one another. Please note that. wherever possible, SEH staff will combine meeting instances, questions <br />or information outreach, and deliverables to the City to streamline efforts outlined within this proposal. <br />Task 1 MS4 Annual Reporting Assistance <br />Task.1A Project Management and Meeting Attendance <br />SEH Staff will. coordinate the. collection of the required data from City Staff..
