Gretchen Artig-Swornley <br />March 7., 2022 <br />Page 3 <br />Task 2.3 Stormwater Management Program Document Review.and Updates <br />The City has an existing MS4 Stormwater Management Program document, which addresses the <br />following sections..ofthe city's MS4 program: <br />• Minimum Control Measure 1: Public Education and Outreach <br />• Minimum Control Measure 2: Public Participation and Involvement <br />• Minimum Control Measure 3: Illicit Discharge Detection and Elimination (IODE) <br />Minimum Control Measure.4: Construction Site Stormwater Runoff Control <br />• Minimum Control Measure 5: Post-Construction.Stormwater Management <br />■ Minimum Control Measure.6: Pollution Prevention/Good Housekeeping for Municipal. Operations <br />Using the City's M84 Application for Reauthorization and punch list as a guide to identify necessary <br />updates, there Will be: various updatesthroughout to meet the requirements of the new MS4.permit as <br />well as the creation of new components to be included in the. document to address new. requirements of <br />the MS4 permit.. <br />Task 2.4: Discharges to impaired Waters Review. and Updates <br />As part of the City's MS4 prograrn,. the city must address discharges to impaired waters .with Total <br />Maximum Daily Load (TMDL) and Waste Load Allocation (WLA). The City.of Gem. Lake has an assigned. <br />individual WLA for Total Phosphorus (TP} to East Goose and West Goose Lake as part of .the Vadnais <br />Lake WMO TMDL.. During the application for reauthorization- process, it was determined that the city is not <br />currently meeting their WLAs for the Goose Lakes. <br />The City committed to. two activities within. their compliance schedule of the submitted form including <br />supplemental public education and outreach and general watershed. plan ning. SEH will assist the city in <br />preparing a compliance plan for these activities, to be executed by the city throughout the permit term. <br />Moving forward, the City will be required to submit.informati.o.n:annually, alongside of their annual report, <br />for the efforts of meeting their WLAs. SEH .staff will also assist the City in preparing for this future annual <br />reporting. <br />Additionally, the .City has an applicable WLA.for bacteria and. chloride. WLAs for bacteria and chloride:are <br />addressed through program -based efforts, includ1ng.,but. not limited to procedural documents, <br />management plans, and internal assessments, Using the City's MS4 Application for Reauthorization and <br />punch list as a guide to identify necessary updates and new documents needed, SEH will prepare <br />materials to assist the Gity% in. addressing the newTMDLIWLA requirements of the MS4 permit. <br />Schedule: We assume that the project will start in .late March provided approval at -the. March 1 V Council <br />Meeting, The MS4 Annual Report must be. -submitted before June 30, 2021. The MS4 program updates <br />shall be completed before November 12, 2022. Weanticipate the entire scope of work to be completed <br />before December 31, 2022. <br />Payment: The estimated total fee.is subject to a.not-to-exceed amount of $22,825, including expenses <br />and .equipment, Seiow. is.a summary of tasks. The payment. method, basis, frequency and other special <br />conditionsare set forth :in attached. Exhibit A-1.. <br />
