Corridor Overview <br />The area of sWdyfbrthis project is the County Road E corridor extendingfiorin an eastern boundary at <br />Centerville Road -in Vadnais Heights to a western boundary at Highway 120 in White Bear Lake and <br />generally one half mile to the north and south of County Road Eas depicted in Appendix A. <br />The cities of Vadnais Heights, Gem Lake and White Bear Lake share borders along the corridor. There is <br />a variety of uses along the corridor including multi -family residential,.single family Leached. and <br />attached residential, retail, industrial, service, public and agi'ieultural; Additionally itstrVes as -an access <br />point to major traffic arteries: including Interstate 35E, U.S.. Highway 61 and MN State -Highway 120, <br />According 2017 Arrrerican Community Survey data, apprvxirnately 25,700 people reside iit the census <br />tMds abutting County Road Ej <br />While the corridor has enormous potential for re.vitalizati.on, placernaking and serving as a catalystto <br />further equitable development;.lt. currently hag many characteristics Urban Land institute has fdetttifted <br />as markers of an unhealthy corridor. These Include design that prioritizes-vehiculartrafnc, l€mlted*public <br />transit service, a high number of commuters -driving alone,' empty storefronts and vacant buildings, land <br />separated by use, areas where people do not live within -a 16. minute -walk -of a grocery store,and <br />housing segregated by income level? Additionally, there have been numerous motor vehicle accidents <br />along the corridor including a fatail-accident in 2019 involving a motorvehlcle-and an. elderly person <br />using a motorized wheelchair/scooter, an -accident involving a bicyclist at County Road.E and Centerville <br />Road in 2014, and two.additional. motor vehicle/bicycle.collisions.af-unknown dates." <br />Capacity <br />Whife Bear Lake WIlYtake the lead on the.project and coordinate efforts with Vadnais Heights and Getty <br />Lake. An outside consultant will be hired`to gather data, -faciltote engagement, identify goals, prepare <br />an action. pima *and-create a final report.to guide neartefrn and long term efforts. Each city will provide a <br />point person responsiblefor gathering necessary data a0 facilitating engagement effo s within their <br />municipality. <br />Each city will contribute funds for a.tota.l of $25,.000 in funding 1n addition to funds designated through. <br />the Ramsey County Corridor Pilot Program. <br />It is anticipated-themislon.plan will include near, medium and longterm actlo-n*steps some of which will <br />require facilitation or IMplementation by the ihdividuaI communities or Ramsey County and others <br />which .will be execrated in partnership.
