Project Proposal <br />Objective: <br />LISC's Corridor Development Initiative (CDI) process offers a. proactive and interactive way for <br />communities to guide development along major .corridors and on key opportunity sites. This <br />hands-on experience allows participants to: <br />• Better understand the factors (financial, landuse, design, etc.) that inform <br />development, <br />• Learn how to leverage community goals and values through redevelopment and <br />infrastructure investments; and <br />• Bu:iId community consensus to guide future development for selected sites. <br />The result? Win -win -win. Development opportunities move more efficiently through the:. public <br />review system.. Neighborhoods have the chance to guide proposed projects to reflect their <br />community vision, and developers reduce the...a.moun.t of time. between. making a proposal and <br />breaking ground. <br />Deliverables: <br />© Courity Road E Corridor Action Plan, to include near, medium and long term goals and <br />action steps,.and serve as a.too] to attract private investment through development and <br />infrastructure improvements. The plan will be presented to the..jurisdictional partners <br />(Cities of White Bear Lake, Vadnais Heights, Ge.m Lake and Ramsey. County) for their <br />consideration. <br />© A summary report of the CDI process, including participant feedback summary, information <br />acquired through the process, and additional background material. <br />0 Facilitation of four Advisory Council meetings, two.Citizen Advisory Group meetings, and five <br />CDI. workshops which are open to the general public. <br />0 Outreach. materials to notify -and recruit community participation in. the CDI workshops. <br />Methodology: <br />The CDI process will facilitate.a series of community workshops designed to build consensus <br />around a County Road. E Corridor Action Plan (Centerville Road: to Century.Avenue), to include <br />recommended guidelines for the redeveloprnent of 3 — 5 key opportunity sites. The process will <br />be led by a Project.Tea.m, a Citizen Advisory Group, and 5.-.6.community workshops that are <br />open to the public over a four month period, <br />A Project Team will be established to: <br />• Identify the. goals and objectives of the.CQI.process <br />• Assist. with the creation of an outreach and corn munication:strategy to recruit. <br />community participation, and <br />Reach agreement.on the final recommendations:supported through the CDI process. <br />Project Team Membership will consist of- <br />9 City representatives: Three (3) from each -of .the partner cities (White Bear Lake, <br />Vadnais Heights, Gem Lake) <br />3 Ramsey County representatives <br />2 State representatives <br />21Pa.ge <br />
