City of -Gem Lake <br />Planning .Commission Meeting — April 12, 2022 <br />Meeting Minutes <br />Planning Commissioner Chairman Don Cummings called the meeting to order at 7:00 p.m. Commission. Members <br />Derek Wippich and Stephanie Farrell -were present. Commission Members Joshua:Patrick and Art Pratt were not <br />present. Also present: Attorney Martin Norder, City Planner Evan Monson, Acting City Clerk Melissa Lawrence; <br />Landfortn Principal Steve Sabraski, Luther Auto Representative LindaUcGinty,.Councilmen*er Ben Johnson, <br />Resident Paul Emeott and .Business Owner Giorgi Gochitashvil. <br />Anril 12, 2022 Agenda: <br />A. motion was made by Cotttmissibn Member Farrell to accept the agenda, seconded by Commission Member <br />Wippich. Voice vote taken, all in favor, motion passes, minutes: are <br />approved. <br />Public Hearings <br />Luther Automotive. is. looking.to:byho anew dealership on a site that straddles two .muni.cipalities.;One.paroel for the <br />siteis. located. in GernLake at 3516 Highway 6.1, which.is.east of Highway 61 on -the. southeast side of the city., while <br />the other -two adjacent parcels are located in Vadnais Heights, The Gem Lake portion of the project.would-include <br />parking, landscaping, and.a future frontage road with a cut -de -sac. The portions of the site within Vadnais Heights <br />would have the showroomtuilding and parking. <br />The prbposal.requires multiple.i6ning4pprovals. The use of the site is a permitted nse'within.the city of Vadnais <br />Heights; uses-perinittcRd. in.adjacent municipalities. are able to be permitted in Gem Lake via a. conditional use permit <br />(CUP). The;project will also require variances to zoning requirements, due to the setbacks of the parking facilities <br />from the south-lat line, The.$outh lot:line is the municipal boundary with Vadnais:l3eights. The -plat of the site also <br />requires approval from the city, <br />The *jibet'originally wenfthrough review and.approval through- the city'ib-2019. Some unexpected delays, and the <br />COVID49 pandemic, put the project on held. The-city's approvals frorim 2019 stave since expired, so.the applicant is <br />now restarting the approval process with the city: The applicantrecently received approvals from the city of Vadnais <br />Heights at their March: lst council rtieeiing. All in favor, motion carried. <br />Landfonm Steve Sabraski spoke about the .project and the minimal. changes that were made which are an <br />improvement.from the 2019 plans that were initially -approved. With COVII)r--Iq, plans to start the project <br />got,.pushed back.
