Important <br />Terminology <br />Incident=- An "incident is any oecurroce- <br />thatrequires-publicsafety response actions to <br />minimize inipacts.�to life; property, economy, <br />and the env*ironmont. Incidents may last for <br />hours or days (major fire, ice.storm, power <br />failure). Impacts may last for a very long time. <br />While.all:events, emergencies and:disagers <br />are incident, all incidents are notnecessarily <br />emergencies or disasters: <br />Event -For the purpose of Emergency <br />Management, "events?'* -area class of incidents <br />that includes pre -planned or otherwise <br />anticipated activities. Events. may span more <br />than one day, such as White Bear Lake's <br />annual OMarketfest." Although most events <br />are not emergencies or disaster, the full. <br />resources and processes of Emergency <br />Qperat3ons Plans are often. required to-trianage <br />such occurrences. <br />Emergency-. any..incidence that has or is <br />likely to rapidly overwhelm theusual.and <br />standard resources of the impacted <br />.municipality alternatively, an emergencyis <br />also any incident occurring suddenly or of a <br />.duration -or level of complexity that requires <br />the jurisdiction to seek outside assistance for <br />life -safety, incident stabilization and/or <br />recovery. <br />.Disaster -a disasterls any emergency that <br />overwhelms or threatens to overwhelm the <br />jurisdiction governance model in such a way <br />as to pose. a. realistic threat to the ability. to <br />provide for the public safety or civic services <br />without outside assistance. An emergency can <br />overwhelm the eaconomic capacity of the <br />jurisdiction to function or recover, due to <br />damage to critical infrastructure. . <br />
