-Coninion Response DQcWne <br />.All cities'in Ramsey Countyhave.adopted a common response doctrine that <br />defines 'basic roles, responsil��es and -opera ona l concepts* for response <br />between all jurisdictions and across all levels of government. The point is. to <br />share resources, while saving lives and protecting.propertyand. the <br />environment. The -primary foundational doctrine in what is called the concept. <br />of "Leaning Forward." This means the county and -All its municipalities will try <br />to anticipate and identify needs, .coordinate efforts and hare and obtain <br />necessary resources. swiftly. <br />To this end, Ramsey County Emergency Management -and Homeland Security <br />(R.CEMHS) personnel monitors incidents and staff a 24-hour Duty Officer <br />who is able to make all necessary notifications and begin large. -scale <br />-coordinated response. <br />.Should an event or incident threaten. to exhaust local resources or pose <br />unusual levels of risk,. notification to the RCEMHS via the Ramsey County <br />Duty Officer begins the process of initial coordination. <br />Tiered Response <br />Incidents must.be managed at. the lowest possible jurisdictional Idvel, and <br />supported by additional.capabilities. when needed: Under the Leaning <br />Forward Doctrine, the. city -and then the county does not waifi until agencies <br />are overwhelmed before. requesting resources from another agencies, <br />incidents begin and. end locally, and mo§t are wholly -managed at the local. <br />level. When. -fin the opinion of:those.in command at an incident, the usual <br />'assets may not be enough, or When incidents threaten to become large or very <br />complex, the on -scene commander will request additional ssistanee as <br />needed. <br />The Connity woxks with the -.State of Minnesota. and the. Federal Govermnent <br />when incidents or, emergencies become larger; more complex and more <br />dangerous to publiq safety. Coordination between all agencies and levels of <br />government areIncreased by using the National Incident Management <br />System. <br />
