s <br />Section 9.2.4.also provides for incentives for projects which include public transit support. <br />This is timely in relation to the Hy-Vee proposal as staff from area communities, and Met <br />Council, Ramsey County, MnDOT and consultants are planning. for Future Dus Rapid <br />Transit along the Highway 61 corridor. Bus stop options are being considered as. are <br />crosswalks, pedestrian tunnel. or bridge locations as well as a park and ride lot and/or <br />ramp.. <br />The group working on the BRT Master Plan is aware of the Hy-Vee plans. Hy-Vee has <br />not proposed any site improvements specifically related to accommodate the BRT and as <br />.a result, n❑ incentives would. be available. <br />Section 94defines Thoroughfare Standards. Section 9.4.2 states: <br />The thoroughfare design in a given area of the Gateway District is determined in <br />part by the subzone to which the land. is assigned. Right-of-way dedication and the use <br />of the right -of --way is set. forth in the Thoroughfare Type diagrams in Figures 2 and 3. The. <br />presence of trees within a diagram indicates a requirement to plant "street trees" within <br />the indicated area. A development plan's thoroughfares shall comply with the dimensional <br />and layout standards applicable to each thoroughfare type. The following. Thoroughfare <br />Types are allowed in.each sub -zone: <br />1) Neighborhood Edge: A., B, Alley; <br />ii} Neighborhood General: A, C, C*, Alley, Boulevard <br />(Type C only allowed within. 250' of Mixed -Use sub -zone boundary) <br />iii) Neighborhood Mixed -Use: C, D. Alley, Boulevard <br />iv} Neighborhood Center: D, Alley; Boulevard, Scheuneman Road and <br />Hoffman Road should be treated as Type D thoroughfares in plans <br />(May also propose a Plaza with a thoroughfare as regulated by figure 5:). <br />Hoffman Road, a portion of which is proposed to be vacated is considered a Type D <br />thoroughfare. Page 31 of the ordinance shows corridor improvements planned bythe <br />City for redevelopment of Hoffman Road. There are no plans by Hy-Vee to improve <br />Hoffman Road.. A possible condition for approval could include a requirement that <br />Hoffman Road be reconstructed as .shown as a Type D medium -volume.. commercial <br />street or a Type: Boulevard. This option must be considered prior to action to vacate a <br />portion of Hoffman Road as the design standards for both options require 80-9.4 feet of <br />right-of-way or 93-120 feet of right -of --way. <br />Figure 14 on Page 45 of the Consolidated Land Use Ordinance provides requirements <br />fora single use building in the Gateway Zone.. <br />
