4 <br />g: Provide for a mixed -use development(s) that are carefully planned to <br />promote efficient use of land., parking and roadway systems. <br />C. Provide enhanced oversight through conditional use permit provisions, to <br />ensure compatibility of mixed uses and consistency with the approved <br />master plan for the site. <br />D. Ensure.compatibility with surrounding neighborhoods. <br />E. Provide significant incentives to promote mixed -use: redevelopment <br />projects. <br />F. Encourage sustainable architectural, engineering and landscape design <br />that is implemented by responsive green construction practices. <br />G. Preserve natural resources, minlmi-ze the carbon footprint of the City, and <br />establish a key zone within Gem Lake that. is respectful of neighboring areas <br />and is instructive for future. generations.. <br />H. Encourage pedestrian and bicycle use. <br />i. Ensure that commercial and residential uses.in a development aredesigned <br />to be compatible.with each other.. <br />J. Ensure high standards of site design,. spatial relationships;. architectural <br />design, building materials and landscaping design.. <br />K. Seek to put in place those areas identified in. the Comprehensive Plan (as <br />supported by the roaster plan).that includes four "sub -zones". <br />4. Neighborhood. Center: Intended forthe most urban conditions within <br />all of the shown mixed use areas. The. mixture of. land uses emphasizes <br />ground -floor retail with offices and residential/rental above (as rharket <br />acceptance matures} and structures providing commercial space for <br />medium and large -sized retailers. Street frontages throughout this subzone <br />should be pedestrian -oriented, and the public space should .be defined.by <br />placing buildi ng. facad es at. the edge of the sidewalk. Neighborhood Center <br />land that abuts other subzones on the north and west.sides will be carefully <br />planned to ensure lower -density buildings. Where developers insert a <br />minimum 200-foot buffer at existing non -Gateway residential properties, or <br />especially along the extreme eastern edge of the: subzone, the City may. <br />allow as a conditional use. multifamily housing, including townhomes, row <br />houses, or apartment. buildings three stories or less 1n height. <br />
