MEMORANDUM <br />TO: PLANNING COMMISSION <br />FROM; TOM RIEDESEL <br />DATE: FEBRUARY 27, 2017 <br />SUBJECT: BUILDING EXPANSION AT SGS HOLDINGS PROPERTY <br />REQUEST: CONDITIONAL USE PERMIT <br />LOCATION: 1581 COUNTY ROAD E <br />APPLICANTS:. SGS HOLDINGS, GEORGI GOCHITASHVILI <br />ZONING:. GATEWAY ZONE - NEIGHBORHOOD CENTER (NC) <br />SGS Holdings is requesting approval of a Conditional Use Permit which if approved would <br />allow the construction of a:1.5' x 20' addition onto the rear of the Black Sea/auto repair <br />building at 1581 County Road E. The addition is planned to be used as storage space. <br />The Conditional .Use Permit for the auto safes wilding, formally a car wash and repair <br />shop in the former HCO building, was reviewed by the City and approved in 20.10. The <br />Conditional Use Permit was. approved .subject to the following requirements: <br />1. There will be no detraction from the appearance of the adjacent properties <br />or the city as a whole. <br />2. There will not be an aesthetic incompatibility. <br />8i There will not be noise incompatibility. <br />4. There will not be damage to vegetation. <br />5. Traffic patterns will not be made into the. effect. (Not negatively impacted,) <br />6. It will not cause soil erosion. <br />7. It wi€1 not; increase flood potential. <br />8. The proposal is consistent with the comprehensive plan and complies with <br />other ordinances. <br />These 8 items are listed in the Zoning Ordinance as criteria for approval. for any <br />Conditional Use Permit. <br />In addition, the following requirements are specific to the SGS Holdings property: <br />1. 12 months with a follow-up by the City Council at the end of twelve months. <br />2. Conditions are for a non -transferable permit. <br />3. No. cars will be located on County Road E for sale. <br />4. No cars will be. located on Scheunernan Road for sale. <br />The addition proposed to the north side of the 1581 County Road E building requires <br />approval of a Conditional Use Permit since modifications to the originally approved plan <br />are proposed. When. reviewing the current proposal,. the. Planning Commission and <br />Council must consider the request. as it relates to the Conditional Use Permit standards <br />
