Feasibility Study <br />5cheunernan Read Reconstruction <br />Prepared for City of Gem Lake <br />f ntro d u cti o n ]History <br />This feasibility report is charged with developing a feasible plan to reconstruct Scheuneman <br />Road, between County Road E and State Highway 61 as well as. the extension of municipal <br />sanitary sewerand water main in Scheuneman Road to serve currently unserved parcels along <br />Scheuneman Road.(see Figure 1).. This construction would include street and storm sewer <br />improvements as well as the extension of sanitarysewerand water main. This report was <br />authorized by the City Council at their regular meeting on Tuesday, September 19, 2017. <br />Short Elliott Hendrickson Inc. (SEH"} prepared a Municipal water Supply Feasibility Study in <br />2006 for the City of Gem Lake, That. study, dated May 16, 2006, reviewed options to provide a. <br />municipal water supply system throughout the entire city of Gem Lake, The extension of <br />municipal water main north .in. Scheuneman Road is consistent with that report. <br />In 2016, the City of Gem Lake extended municipal water into this portion of the City via a <br />connection to the City of White Bear Lake and new water main along County Road E and north <br />into Scheuneman Road. Additionally, MCES has recommended that the City provide municipal <br />sanitary sewer service.to .un-served parcels whenever possible. This project provides an <br />opportunity to extend sanitary sewer service to a.numoer of un=sewered parcels along <br />Scheuneman Road. <br />In addition: to the 2016 water main extension into the south end of Scheuneman Road, in 2009 <br />the south 500 feet of Scheuneman Road was. reconstructed. That project included the <br />installation of storm sewer and the lining of the existing sanitary sewer main in Scheuneman <br />Road.. The. proposed project would begin near where the water extension ended in 2016, <br />2 Existing Conditions <br />2.1 Streets <br />The existing street is a. bituminous, rural. section roadway with.sorne. storm, sewer.at its south end. <br />The existing pavement is showing signs:of distress due. to age and traffic. The existing pavement <br />will`be replaced as part of these improvements. <br />j There currently isn't curb and gutter along Scheuneman Road. A.portion of the road has ditches <br />I while other sections, the south end in particular, has. boulevards that are either paved .or gravel <br />I that .currently are used for street parking. This project will remove tha .ditches and provide <br />Sufficient street width to accommodate on street parking. <br />2.2 Sanitary Sewer <br />The existing: sanitary sewer system runs down the east edge of Scheuneman Road and consists <br />of CIPP lined. 8-inch vitrified. clay pipe tVCPj, see Figure 3, <br />GEMLK 143869 <br />Page 7 <br />
