3.4
2
5
7
Water Supply Study identify the. -extension of water main in Scheuneman Road, north of State
Highway 61 asa potential route formunicipal water service to the northeast portion of the City.
The proposed improvements will be designed with this future extension urider .State Highway 61
in mind.
Storm Sewer/Drainage
The existing c.enterline culvert near the mid -point of Scheuneman Road will be replaced as part
of these improvements. The new culvert will be. Reinforced. Concrete (RCP) and will have aprons
and riprap on eac.h end.. The existing ditches thsat currently collect and transport drainage to this
low point will be replaced with a new storm sewer system. The new system will be sized to
handle. a 10-year drainage event, The new..storm sewer system will consist of catch basins to
collect the runoff and RCP pipe to convey the`runoff to the low point. At the low point it it
recommended to install a treatment basin on the west side of Scheuneman Road to.retain and
treat the surface. runoff before it goes west, ultimately towards Gem take. The proposed
treatment basin will likely require a permanent easement besecured. from the adjacent parcels).
See Figure 3 for the:proposed storm sewer improvements.
Other Utilities
The proposed improvements will be coordinated with private utility companies so that future.
disruptions to the newly constructed street could be avoided.
Right -of -Way and Easements
The construction limits of this project are anticipated to fall within the existing right-of-way of the
project road with the exception of the two small proposed easementareas along County Road. E,
as shown on Figure 3. To provide sufficient room for a. storm water treatment area, it is
recommended. to provide easements as shown on Figure S. Easement costs are not included onf
the project costs.
Permits and Approvals
The following permits and approvals will need to. be obtained for this project:
Minnesota Department of Health (water main extension).
■ Minnesota Pollution Control Agency (sanitary sewer extension).
Minnesota Pollution. Control Agency (turf disturbance if greater than 1 acre) — NPDES.
Minnesota Department of Transportation. (work in right-of-way).
Estimated Coss
The total estimated project cost of the improvements. outlined in broken out by project. piece and
summarized below:
Street Improvements
$617,240
Sanitary Sewer.
