SECTION 29 — STORM SEWER USE
<br />Section 29.1 Purpose.and.Intent,
<br />The purpose of this section is to provide for the health, safety, and generalwelfare of the citizens of the City of Gem
<br />Lake.through the regulation of non -storm water dischargesto. the storm drainage system to the maximum extent
<br />practicable as required by federal and.state law.I'his section establishes methods for controlling. the introduction of
<br />pollutants into the municipal separate storm sewer system (M84) in order to comply -with requirements of the
<br />National. Pollutant Discharge Elmmation System (NPDES) permit process. The. objectives of this section are:
<br />A. To regulate thecontribution. of pollutants. to .the .M54 by storm water discharges by any user.
<br />B. To prohibit illicit connections and. discharges to the.MS4.
<br />C. To establish legal authority to carry out.all.insp.ection, surveillance, -monitoring, and:.enforcernent
<br />procedures. necessary to. ensurecompliance with this section.
<br />Section 2.9.2 Applicability
<br />This section shall apply .to all water entering the storm. drainsystem generated on any developed and undeveloped
<br />lands. unless. explicitly exempted by the. City ;of Gem Lake.
<br />Section 29.3 Responsibility for Administration

<br />Section 29.5 Severalility
<br />The provisions of this. ordinance. are hereby declared to. be. severable. If any provision, clause, sentence, ox paragraph
<br />of this ordinance or the application thereof to: any person, establishment,. or circumstances shall be held invalid, such
<br />invalidity shall riot affect the other provisions or applicationi of this ordinance..
<br />Section 2%6 Ultimate Responsibility
<br />The standards set forth hereiix and :promulgated pursuant to this. section are MIMMum standards; therefore
<br />this section does not intend or imply that.compiiance by any person. will ensure that there will be no contamination,
<br />Pollution, or unauthorized dischargeof pollutants.
<br />Section,29.7 Discharge Prohibitions
<br />29.7.1 Prohibition of Illegal Discharges.
<br />29.TLI No person. shall directly or indirectly discharge, cause, or allow others under its control to directly or
<br />indirectly discharge into the MS4.any pollutants or waters containing any pollutants, other than storm water.,
<br />29.7.1.2 The commencement; conduct or continuance of any illegal discharge. to thestorm. drain system is
<br />prohibited except as described. as. follows,
<br />a.. The following discharges are exempt from discharge prohibitions established by this section, water
<br />line flushing, landscape irrigation, diverted stream flows, .rising ground waters, uncontaminated
<br />groundwater infiltration, uncontaminated purriped ground water, discharges. from potable water
