Sec. 2 - TITLE, PURPOSE AND INTENT <br />(a) Title <br />The City ordains the City. Code the "City of Gem Lake Subsurface. SQwage Treatment <br />System (SSTS) Ordinance." <br />(b) Purpose <br />The purpgse of this Ordinance is to establish. ininimurn requirements for regulation.of 18TS <br />and.MSTS for the treatment and dispersal of sewage within the applicable. jurisdiction of the City <br />to protect public health and safety, groundwater quality; and prevent ar eliminate the development. <br />of public nuisances, It is intended to serve. the best interests of the City's citizens by protecting its <br />health, safety, general welfare, and natural resources, <br />(e) Intent <br />It. is intended by the City that this Ordinance will promote the following: <br />(1) The protection of lakes, rivers and streams, wetlands; and groundwater in the, City of <br />Genf Lake essential to the promotion of public health, safety, welfare; socioeconomic growth and <br />development..of the City, <br />(2) The regulation. of proper SSTS construction, reconstruction,. -repair and maintenance to <br />prevent the entry and. migration of contaminants; thereby protecting against the degradation of <br />surface water and groundwater quality: <br />.(3) The establishment of minimum standards for SSTS placement,_ design, construction, <br />reconstruction, repair and znainternance 'to prevent contamination and, if contamination is <br />discovered, the identification and control. of its consequences and the abatement of its source and <br />migration. <br />
