Gem Lake City Council Meeting <br />Page 3 of 5 <br />NEW BUSINESS <br />Claims for September 2013: The claims for September was discussed and authorized <br />to pay by the City Council. Upon motion by Councilmember Bosak and seconded by <br />Councilmember Artig-Swomley, the claims for September 2013 passes. Ayes — 5, Nays <br />— 0. <br />September Monthly Financial Report: The City Council looked over the report and <br />stated the report looks good for Gem Lake. <br />VLAWMO Presentation: Stephanie McNamara from VLAWMO spoke to the City <br />Council regarding TM report is done, but not approved yet. The report will be on public <br />notice for 30 days. <br />The City of Gem Lake has no natural outlet, so alegy stays on the lakes. There is 62.1 <br />pounds of phosphates and need to cut it down to 47, which would make it 24%. <br />Stephanie would like to have a Focus Group meeting to bring in people for discussion of <br />the swells by Highway 61 or putting in some kind of a storm water system by the car <br />dealerships. There is a variety of options to be on the list and see who is going to be <br />responsible for making this happen. The costs and how it might be done. All this <br />information has to be in the implication plan. <br />The next phase will be waste load allocation. Gem Lake will need to bring property <br />owners and businesses to discuss pollution. <br />The financial commitments will be the next step. <br />VLAWMO wants to start by putting swells along Highway 61. Also, study Impair Water <br />Action Plan. Focus on getting Gem Lake clean. Gem Lake may receive a grant, but <br />would have to match grant dollar to dollar. Will try to put this in the November workshop <br />and invite the business owners, MN Dot and White Bear Lake. Mayor Uzpen will send <br />out a letter inviting everyone to attend workshop meeting. <br />PRESENTATIONS FROM THE PUBLIC <br />Resident Paul Emeott thanked the City Council for the new road striping and signs <br />OPEN ITEMS FROM THE CITY COUNCIL <br />Councilmember Lindner went to the Public Hearing regarding 115 KV Line — 115 KV <br />line and wants another line put in. Power quality has suffered. It would go from <br />Maplewood substation to Goose Lake substation. It will run 2.8 miles.
