Gem Lake City Council Meeting <br />Page 2 of 5 <br />Commissioner Huffman discussed the next two years there will be zero increase in <br />county spending. The land where the Vikings were thinking of building an arena was <br />bought from Ramsey County to clean it up and build housing, and businesses with the <br />younger generation in mind. There will also be a 100-acre park north of that area. <br />Councilmember Artig-Swomley explained the traffic volume and traffic speed on Goose <br />Lake Road. She suggested putting a trail where the railroad tracks are behind Gem <br />Lake as it forms the eastern boundary. Councilmember Lindner stated the overall issue <br />of bikers is riding side by side taking up a good portion of the road. At this time, three <br />bike clubs use Goose Lake Road as part of a loop they ride on. It was suggested more <br />speed limit signs. The Sheriff has upped patrols to help the situation at this time. <br />Commission Huffman will attend more City Council meetings throughout the year to <br />confer with Gem Lake. <br />Petition from DLW Properties, LLC and John Birkeland and Darlene J. Birkeland <br />to detach Properties from the City of Vadnais Heights and Annex to the City of <br />Gem Lake: Mayor Uzpen updated the City Council on the purpose of detachment..07 <br />of 1 % of an acre from DLW Properties and Birkeland wants to move from Vadnais <br />Heights to Gem Lake. <br />Public Hearing Opened at 7:43 p.m. <br />The business 10 Below (1/3 acre) is in Vadnais Heights. Mr. Birkeland has three <br />houses in Gem Lake, and one house in Vadnais Heights using the same road. The <br />road is listed as a driveway. Hoffman Road is in Gem Lake, putting all the properties in <br />Gem Lake. Gem Lake would like to re -adjust the boundary. <br />Public Hearing Closed at 7:47 p.m. <br />Resolution Number 2013-06 — Approving DLW Properties LLC, John Birkeland, <br />and Darlene J. Birkeland's Request to Detach: The City of Gem Lake City Council <br />accepts the petition from the landowners. Upon motion from Councilmember Lindner <br />and seconded by Councilmember Artig-Swomley to approve Resolution 2013-06. Ayes <br />— 5, Nays — 0. <br />Vadnais Heights plan is to expand Willow Road. They would like Gem Lake to extend <br />Hoffman Road to meet Willow Road. Mayor Uzpen wants the City Council to think <br />about when all properties are sold to make the land ready to connect city water. The <br />condition would be "when" property is developed. <br />Upon motion by Artig-Swomley and seconded by Councilmember Lindner to have Gem <br />Lake's Attorney to negotiate with Vadnais Heights on road and water.
