The land where the Vikings were thinking of building an arena was bought from Ramsey County to clean it up and build housing, and businesses with the younger generation in mind. There will also be a 100-acre park north of that area. Councilmember Artig-Swomley explained the traffic volume and traffic speed on Goose Lake Road. She suggested putting a trail where the railroad tracks are behind Gem Lake as it forms the eastern boundary. Councilmember Lindner stated the overall issue of bikers is riding side by side taking up a good portion of the road. At this time, three bike clubs use Goose Lake Road as part of a loop they ride on. It was suggested more speed limit signs. The Sheriff has upped patrols to help the situation at this time. Commission Huffman will attend more City Council meetings throughout the year to confer with Gem Lake. Petition from DLW Properties, LLC and John Birkeland and Darlene J. Birkeland to detach Properties from the City of Vadnais Heights and Annex to the City of Gem Lake: Mayor Uzpen updated the City Council on the purpose of detachment..07 of 1 % of an acre from DLW Properties and Birkeland wants to move from Vadnais Heights to Gem Lake. The road is listed as a driveway. Hoffman Road is in Gem Lake, putting all the properties in Gem Lake. Gem Lake would like to re -adjust the boundary. Birkeland's Request to Detach: The City of Gem Lake City Council accepts the petition from the landowners. Upon motion from Councilmember Lindner and seconded by Councilmember Artig-Swomley to approve Resolution 2013-06. Ayes — 5, Nays — 0. Vadnais Heights plan is to expand Willow Road. They would like Gem Lake to extend Hoffman Road to meet Willow Road. Mayor Uzpen wants the City Council to think about when all properties are sold to make the land ready to connect city water. The condition would be "when" property is developed. Upon motion by Artig-Swomley and seconded by Councilmember Lindner to have Gem Lake's Attorney to negotiate with Vadnais Heights on road and water. Ayes — 5, Nays — 0.
