Gem Lake Planning Commission Minutes <br />Page 2 of 4 <br />Regarding the Hansen property, the neighbors are concerned about the hours <br />that people are gardening. Set hours need to be instated. <br />The Hansen property is under the Gateway Ordinance. <br />The Gateway Overlay shall be 10 acres. The executive district can plow up to <br />ten acres of land to get truck gardening. <br />Section five which is now R1 will become Estate Residential. There will be a five <br />acre minimum lot. <br />Truck gardening requires five acres which is different wordage than the Garden <br />Ordinance. The Planning Commission feels it should be taken out. <br />The Garden Overlay should delete each zoning district and work on making it <br />straight across the board for everything. <br />SECTION 5 - "ES" ESTATE RESIDENTIAL DISTRICT: <br />5.5.2 - Patios, fireplaces, sheds and pools can be erected within setbacks as <br />long as no part of the structure is closer to the front of the lot than the rear of the <br />principal structure. Commissioner Pratt feels the wordage needs to be changed. <br />All homes should be facing the road all in a row. Estate and Executive properties <br />may not face the road do to larger properties. All sheds, pools, and patios should <br />be in the back of the home including all properties. <br />Residents can apply for variances stressing "hardships" as each project will be a <br />different situation. <br />SECTION 8 - "R" RESIDENTIAL DISTRICT: <br />8.3.1 - Agricultural Structures requires 100 feet from lot -line. If you have trees, <br />then you are allowed15 feet from the lot -line. It will be hard to build a structure <br />with the lot -line rules. The wordage needs to be changed. <br />Most of these rules relate to Section 14, the Garden Overlay District. Leave the <br />wordage in R1, but take out the wordage with the other Ordinances. <br />The wordage of Truck gardening should be community garden or market garden. <br />The Planning Commission feels the wordage of market gardening should be <br />used. <br />14.72 states all setbacks are at least 20 feet from the property line.
