The updated plan must be <br />submitted to the Metropolitan Council by December 31, 2028. <br /> <br />This update will provide the City with a guidance document for future planning within the City in <br />accordance with the Met Council’s guidelines. This letter supplements the Agreement for Professional <br />Services between the City of Gem Lake, Minnesota (Owner), and Short Elliott Hendrickson Inc. (SEH®) <br />(Consultant), for providing professional services. <br />SCOPE OF WORK <br />We understand the project to consist of updating the necessary sections in the current comprehensive <br />plan titled City of Gem Lake Comprehensive Plan, March 2022. Additionally, the goal of the project will be <br />to update the plan to meet the requirements and projections outlined in the City’s System Statement <br />provided by the Metropolitan Council. <br /> <br />The final updated plan will consist of the following chapters/elements: <br /> <br />1. Executive Summary <br />2. Introduction, Purpose and Vision <br />3. Community Profile <br />4. Community Participation and Engagement <br />5. Land Use <br />6. Transportation <br />7.
