April 10, 2026 <br />Page 2 <br />Based on the discussions with both the City Council and Planning Commission, our scope for this <br />proposal includes the following work tasks: <br /> <br />Task 1: Project Management, Administration, and Meetings <br />SEH project manager, Mark Nolan, AICP, will work with the SEH team to complete all aspects of this <br />project to the City of Gem Lake’s satisfaction. Mark will be responsible for tracking the budget and <br />progress of the Comprehensive Plan, as well as providing quality checks throughout the project duration. <br /> <br />SEH has included virtual bi-weekly virtual half-hour conference calls with the City’s project manager for <br />the duration of the project. In addition, our scope includes up to three (3) meetings with members of the <br />City Council and/or Planning Commission at key points in the project. <br /> <br />Task 1 Deliverables: Meeting agendas and minutes, monthly invoices, progress reports <br /> <br />Task 2: Engagement Support <br />SEH understands that the City wishes for the Gem Lake Planning Commission and City staff to lead <br />engagement efforts for the Comprehensive Plan Update, with support from SEH. Engagement activities <br />are assumed to include two (2) community open houses, up to three (3) pop-up events, and online <br />engagement (City-hosted website with an online survey and comment map). SEH will provide materials, <br />graphics and presentations to the City as well as an online survey and comment map. In-person <br />engagement will be provided as needed. <br /> <br />Task 2 Deliverables: Display boards, PowerPoint presentations, website content (including an <br />online survey and comment map) <br /> <br />Task 3: Chapter Development <br />SEH will prepare the Plan chapters as outlined above, with the following level of effort for the content of <br />each chapter: <br />1. Executive Summary <br />SEH will prepare this chapter, which will incorporate components from all other chapters. <br />2. Introduction, Purpose and Vision <br />SEH will prepare this chapter, with input from City staff and engagement for the creation of a <br />vision statement. <br />3. Community Profile <br />SEH will prepare this chapter, including demographics, trends, etc. (see Task 2 above). <br />4. Land Use <br />SEH will prepare this chapter, which will include forecasts (from the Metropolitan Council), <br />existing and future land use, density, etc. <br />5. Transportation <br />SEH assemble this chapter, incorporating work done by the City Engineer (fees not included in <br />this proposal). <br />6. Water Resources <br />SEH assemble this chapter (including Wastewater, Water Supply and Surface Water), <br />incorporating work done by the City Engineer (fees not included in this proposal).
