<br /> <br />May 12, 2026 <br /> <br /> <br />Ms. Barb Suciu <br />City Clerk <br />City of Gem Lake <br />4200 Gem Lake Road <br />Gem Lake, MN 55110 <br /> <br /> <br />Re: Proposal for Planning Services <br />City of Gem Lake 2050 Comprehensive Plan Update <br /> TKDA Project: P000002.684 <br /> <br />Dear Ms. Barb Suciu: <br /> <br />In response to MN Statute 473.864, which requires the City to review and update the Comprehensive Plan at least <br />once every ten years, we propose to provide Planning services in connection with the 2050 Comprehensive Plan <br />Update, hereinafter referred to as the Project. Our services will be provided in the manner described in this Proposal, <br />subject to the terms and conditions set forth in our attached “Engineer – Architect Agreement,” dated July, 2009 . <br />Hereinafter, the City of Gem Lake is referred to as the CLIENT. <br />I. PROJECT DESCRIPTION <br />The CLIENT is seeking professional services to review and update the six (6) required plan elements, which include: <br />land use, housing, parks and trails, climate, natural systems, and implementation alongside public engagement <br />throughout the 2050 Comprehensive Plan process. Also included in the update will be the three (3) requested <br />chapters for the Executive Summary, Introduction – Purpose and Vision, and Community Facilities and Services. <br />The Metropolitan Council requires consistency with the 2050 Regional Development Guide plans for transportation, <br />water, and regional parks and trails systems. Housing and Land Use Policies are required to be reviewed and must <br />be consistent with the Metropolitan Council forecast for managing growth and development for the region. <br />Project milestones and schedule management will be achieved through coordination with the Planning Commission <br />and city staff. The final document will meet the statutory requirements of Minnesota’s Comprehensive Planning Law <br />and be consistent with the Metropolitan Council Imagine 2050 Regional Development Guide. <br />II. SERVICES TO BE PROVIDED BY TKDA <br />Based on TKDA’s understanding of the Project, we propose to provide the following Planning services: <br />A. Project Management and Coordination <br />1. Project Management <br />a. Internal team coordination throughout the duration of the project including monthly invoices and <br />project reports. <br />b. Meeting agendas and minutes. <br />c. Monthly staff coordination. <br /> <br />B. Engagement Support <br />1. Develop a Public Engagement Plan in support of City staff <br />2. Engage stakeholders including Planning Commission and City Council throughout plan development <br />(4 assumed) <br />3. Public engagement support <br />a. Prepare and facilitate open houses (2 assumed). <br />1. Open house #1 before vision statement is prepared <br />2. Open house #2 after draft Comprehensive Plan is prepared <br />b. Prepare and facilitate pop up events (3 assumed). <br />c. Online engagement support through City-hosted website. <br />1. Graphics, display boards, presentations and website content such as online survey & <br />comment map.
