Chapter Development <br />1. Data Collection and Review of Existing Plans, Maps, and Data <br />a. Review existing plans, available data, planning efforts, and policies, to establish a community <br />background and identify opportunities and challenges anticipated over the next 20 years and <br />use allocated forecasts to update Land Use plans and system statements for other changes. <br />2. Assemble draft of the plan in coordination with the City Engineer: Prepare a draft of the 2050 <br />Comprehensive Plan incorporating components from the following chapters. The following sections are <br />assumed: <br />a. Executive Summary <br />1. Summary of the elements/chapters of the 2050 Comprehensive Plan Update. <br />b. Introduction, Purpose and Vision <br />1. Narrative explaining the purpose of the Comprehensive Plan and use of the plan by <br />the City Council and Planning Commission for decision making and guiding the orderly <br />physical development of the City. <br />2. Creation of a vision statement using input from City staff and public engagement. <br />c. Land Use, including the following minimum requirements: <br />1. Updating forecast data tables <br />2. Preparation of (6) maps, including Community Designation; Existing Land Use; Future <br />Land Use; Available Land, Infill, and Redevelopment; Staged Development; and <br />Drinking Water Supply Areas (DWSMA) <br />3. Future Land Use Plan <br />a. For residential land use categories within the MUSA which allow the use type <br />of single family detached, at least one additional residential use type must be <br />permitted. <br />d. Community Profile <br />e. Housing, including the following minimum requirements: <br />1. Preparation of Existing Housing Assessment with top three existing housing needs, <br />methodology, and tools. <br />2. Preparation of map of subsidized housing units. <br />3. Support affordable housing opportunities at required densities to meet the total <br />allocation of future affordable housing needs. <br />f. Parks and Trails, including the following minimum requirements: <br />1. Preparation of (2) maps, including: <br />a. Regional Parks and Trails System facilities <br />b. Federal and state recreational lands <br />c. Existing and proposed local parks, trails, and recreation facilities <br />g. Climate, including the following minimum requirements: <br />1. Acknowledge statewide targets for Greenhouse Gas (GHG) reduction. <br />2. Provide GHG emissions inventory with transportation, energy use, solid <br />waste, livestock, and agriculture. <br />a. Provide at least one strategy to reduce emissions per sector <br />3. Identify vulnerabilities to systems from extreme heat and localized flooding. <br />a. Provide at least one strategy to address identified vulnerabilities <br />b. Strategies to improve access, security, and resilient local food systems <br />4. Evaluate strategies using the Met Council’s GHG Emissions Reduction Tool. <br />h. Natural Systems, including the following minimum requirements: <br />1. Preparation of the following four (4) maps: <br />a. Terrestrial areas and water bodies <br />b. Protected areas <br />c. Significant and sensitive terrestrial and water areas <br />d. Areas of opportunity for protection and improvement. <br />2. Goals and policies <br />a. Specific protection and improvement goals
