Narrative describing the intention of the City to provide or contract with other <br />governmental units in the area such as police, fire protection, road maintenance, <br />professional assistance, and municipal buildings such as City Hall, public schools, <br />health facilities, and outdoor recreational facilities. <br />j. Implementation, including the following minimum requirements: <br />1. Identify and assist in coordination of local ordinance changes including: <br />a. Required updates to local surface water management and housing plans <br />b. Zoning Code and official control updates identified <br />c. Align the City’s Capital Improvement Plan for parks and open space facilities <br />D. Comprehensive Plan Document Preparation <br />1. Prepare draft and final Comprehensive Plan documents in PDF format. <br />a. One revision is assumed. <br />2. Jurisdictional review <br />a. During the required six-month review period, the following agencies will be contacted for <br />review. Four (4) meetings are assumed. <br />1. Adjacent Communities: St. Paul – Source Water related; Vadnais Heights, White <br />Bear Lake, White Bear Township, Ramsey County <br />2. School Districts: 624 – White Bear Lake <br />3. Watershed Management Organizations: Ramsey Washington Metro and Vadnais <br />Lake Area Watershed Management Organizations <br />4. Other Agencies: Ramsey County (Regional Park Implementing Agency); MnDOT and <br />MnDNR. <br />E. Comprehensive Plan Adoption <br />1. Public hearing and plan adoption <br />a. Engage the Planning Commission as needed <br />b. One (1) City Council meeting is assumed <br />2. Submit plan to Metropolitan Council <br />a. One (1) revision is assumed <br />3. Authorize plan <br />a. Engage the Planning Commission as needed <br />b. One (1) City Council meeting is assumed <br />III. ADDITIONAL SERVICES <br />If authorized in writing by the CLIENT, we will furnish or obtain from others Additional Services of the types listed <br />below which are not considered as basic services under this Proposal. Additional Services shall be billable on an <br />Hourly Time and Materials basis, and such billings shall be over and above any maximum amounts set forth in this <br />Proposal. <br />A. Optional Task: Additional In-Person Engagement or mailings may be provided as needed. <br />B. Optional Task: Prepare Planning Commission-Led Approach with City staff, City Council, and public <br />participation in plan development to ensure the plan reflects the City Goals. The recommended structure for <br />the Planning Commission-Led Approach has the Commission reviewing plan updates during its regularly <br />scheduled monthly meetings, which are open to the public. The Commission will lead the update with Board <br />support. Feedback and meeting outcomes will be shared with the Board during its regular meetings. Eight (8) <br />facilitated meetings and two (2) Joint Meetings are assumed under the existing “Engineer – Architect <br />Agreement”. The existing plan and required elements will be reviewed and updated through consensus built by <br />the Planning Commission at the conclusion of each meeting with a recap to start the subsequent meeting to <br />confirm alignment on goals and policies. Below is a sample meeting schedule: <br />i. Meeting One: Kick Off + Issues and Opportunities <br />ii. Meeting Two: Vision, Goals and Policies + Review Existing Plan <br />iii. Meeting Three: Land Use + Housing + Coordination on Transportation
