Excess money not used will be returned <br />to the person who paid the escrow at the end of the project. Expenses that exceed <br />the escrow amount will be billed to the applicant at the end of the project. <br />3) A Late charge of $ 35.00 plus 1 % per month will be charged if payment for <br />services billed is not paid within 30 days after invoicing..
