JOINT SERVICES AGREEMENT BETWEEN THE TOWN OF WHITE BEAR <br />AND THE CITY OF GEM LAKE <br />Page 2 of 6 <br />IL SCOPE OF SERVICES. <br />1 <br />A. Positions filled by Town staff. The Town shall make personnel available to <br />perform the following functions for the City (specific Town officer when <br />applicable): <br />1) City Clerk (Town Clerk/Treasurer); <br />2) City Treasurer (Town Finance Officer); <br />3) Chief Building Official (Code Enforcement Officer); <br />4) Building inspectors; <br />5) Plumbing inspector; <br />6) ISTS Inspector; <br />7) Mechanical/HVAC inspector; <br />8) Public works/sewer inspection and maintenance staff, <br />9) Permit/License bureau operator; <br />10) Code enforcement official; <br />11) Public Works coordinator; and <br />12) Necessary deputies and administrative personnel to support the above <br />functions. <br />B. Specific services provided. The Town shall perform the following services on <br />behalf of the City: <br />1) Statutory duties of City Clerk (Minn. Stat. § 412.151); <br />2) Statutory duties of City Treasurer (Minn. Stat. § 412.141); <br />3) Duties assigned or delegated to each position by City codes, ordinances, <br />or resolutions, or by other State statutes; <br />4) Administration of the City's license and permit programs; <br />5) Provide notices of City public meetings, and accept public comment on <br />existing and future agenda items on behalf of the City Council; <br />
