Moratorium on Construction in the Hoffman's Corner Business District Without a Master Plan: <br />Mayor Emeott reported that there are various owners of properties in this area.- One owner -wants to sell <br />now. If there is no master plan, multiple small developments could be started without any coordination <br />between them. He reported that he spoke with Jerry Urban, Vadnais Heights, to find out what they had in <br />mind for the areas in their city that abut the shopping center area. It was the consensus that it makes sense <br />to place a moratorium on development until there is a completed master plan. <br />Trevor Oliver stated that the proper process is to commence a study regarding what it is planned to do. He <br />noted that the maximum time for a moratorium is one year. It was suggested that the city wait to see what <br />SEH comes up with their feasibility study for Hoffinan corners. It was suggested that the matter be tabled <br />to next month's meeting and to see if Vadnais Heights would place a moratorium on development at <br />Hoffman's comer also. Trevor Oliver will prepare language for a moratorium. <br />In response to a question on a possible moratorium on construction in this area, Trevor Oliver stated that it <br />is premature in discussing the matter because a moratorium has not been prepared. Motion by Watson, <br />second by Schilling to table further discussion to New Business Item D) Moratorium on construction in the <br />Hoffman's Corner Business District without a master plan was unanimously approved. <br />It was noted that Rasmussen and Artig-Swomley are looking at finding a planner for the City. They will <br />try to have someone for the next workshop. <br />Request for Payment for Automobile Damage on Hoffman Road (Pothole): Mayor Emeott reported <br />that he has received photos of the pothole and automobile which a resident claimed was damaged due to a <br />pot hole. He is asking for reimbursement for replacing two wheel rims in the amount of $282.59. Mayor <br />Emeott noted that the pot hole was filled with Class V material within two days. There was considerable <br />discussion regarding the claim and it was the consensus that paying the claim would set a precedent. It was <br />noted that the area of the pot hole falls in four jurisdictions. <br />Animal Control Policy: Mayor Emeott reported that he put together an Animal Control Policy for the City <br />website. He stated that this will provide some direction for animal owners. He noted that dog licenses, <br />which are now required, protect both the dog owner and the dog. <br />Presentations from the Floor: <br />1) A resident asked why the minutes were being approved without being read. She stated that she found an <br />error. She also asked why the meeting packets were only distributed at the meeting and not before. Mayor <br />Emeott explained that many of the agenda items are things that were submitted a day or two before the <br />meeting. The Councilors indicated that it would help to receive the meeting packets a few days before the <br />meeting. Watson noted that they need to be responsive to the needs of the community. Mayor Emeott <br />stated that he would make that change and have meeting materials ready a few days before the meeting. He <br />noted that any agenda items that were received after the meeting packets were prepared and distributed <br />would be held for inclusion on the agenda for the next meeting. <br />A property owner asked if the meeting materials could be posted somewhere. Mayor Emeott stated that <br />they have never done that. Agendas are e-mailed out to persons who have specifically requested them. <br />They asked if a copy of the minutes could be posted at the door with the meeting notice. Mayor Emeott <br />explained that the DRAFT minutes should not eot be posted or distributed until approved at the <br />meeting. <br />3 <br />
