CITY OF GEM LAKE, MN <br />_ 4707 Hwy 61 # 253 <br />L White Bear Lake, MN 55110-3227 <br />Telephone 651-747-2790 <br />Planning Commission Minutes, 9-4-2007 <br />Planning Commission Chair Jim Lindner opened the June meeting at 7:OOPM. <br />Commissioners Lindner, Craig Rafferty, and alternate member Beth Herzog were <br />present. Also present were Kim Anderson, Jack Hoeschler, Bob Uzpen, Dan Jochum and <br />Justin Gese. <br />Comprehensive Plan <br />Dan Jochum began with a recap of SEH work to date. He requested density projections <br />on Mark Putman's planning work as potential increased density will impact infrastructure <br />components such as roads and sewers. Dan said he'd like a range of potential densities. <br />If the Tom Hansen parcel remains zoned RI, there may be as many as 100 units required <br />in Hoffman's Corners to give the city its projected density needs. The discussion then <br />fixated on whether the Met Council would want a city-wide average or if they only factor <br />in developable land into their calculations of city density. Dan said he would contact Met <br />Council for an answer. <br />We next discussed the Parks and Trails that stemmed from the August Planning <br />Commission meeting. That meeting emphasized a perimeter trail around the city as our <br />main effort into Parks and Trails. The city also has the option of requiring a developer to <br />make a park dedication or to offer comparable money to the city in lieu thereof. <br />SEH is wondering if the city still intends to have VLAMO draft its surface water <br />management strategy or if SEH should consider do this component of the plan. <br />Justin then began to review the current plan's statements on water and sewer and our <br />conversation bogged down on the details of the map that is part of the sewer plan SEH <br />submitted and the city adopted back in May, 2007. Some people present were concerned <br />that the sewers depicted on the map were incorrect or were shown to be placed in areas <br />that would not be served by sewer. Many residents wish to retain a low -growth strategy, <br />but want sewers to serve interior low density parcels. SEH cautioned that if the Met <br />Council sees sewers serving an area, they will possibly want to see higher densities, <br />higher than most residents would probably want. <br />Dan Jochum requested the city draft a memo to SEH with the city's vision for future land <br />use, density, surface water resources and parks and trails. <br />There being no further discussion of merit, the meeting adjourned at 8:56PM. <br />Jim Lindner <br />Planning Commission chair <br />Look for us on the World Wide Web at gemlakemn.org <br />
