CITY OF GEM LAKE <br />4707 Hwy 61 #253 <br />White Bear Lake, MN 55110-3227 <br />Minutes of Gem Lake City Council Meeting <br />18 December 2007 <br />The regular meeting of the City Council of the City of Gem Lake was called to order by Mayor Emeott on <br />Tuesday, December 18, 2007 at 7:05 pm in the old White Bear Township town hall. Mayor Emeott, Councilors <br />Rasmussen, Watson, and Shilling were present. Councilor Artig-Swomley was not in attendance but submitted <br />written comments. Also present was City Attorney Trevor Oliver. Other members of the public were in attendance <br />per the sign in sheet sent around the room. <br />APPROVAL OF CITY COUNCIL MINUTES AND AGENDA <br />Minutes of City Council meeting of November 2007: Minutes from the November 2007 City Council meeting <br />were reviewed by Council members. Motion by Rasmussen, Second by Schilling to approve the November 2007 <br />City Council meeting minutes with typo corrections in spelling SEH was unanimously approved by voice vote. <br />Minutes of Special City Council meeting: Minutes from the December 2007 special City Council meeting <br />were not yet available for review. Add agenda item to next city council meeting. <br />City Council Agenda for this meeting: Mayor Emeott called for additions, deletions and corrections to the <br />agenda. Changes were made to the agenda as follows: Under New Business, addition of H) Recommendation to add <br />an additional payment of claims cycle prior to the end of the year to clean up any final bills. Motion by Watson, <br />Second by Rasmussen to approve agenda with the above addition was unanimously approved by voice vote. <br />PUBLIC NOTICES <br />None <br />PRESENTATIONS FROM THE FLOOR <br />None <br />COMMITTEE REPORTS <br />Planning Commission revised December meeting report (Jim Lindner): Mr. Lindner summarized the <br />minutes of the December 4, 2007 Planning Commission meeting. Under discussion was the moratorium for the areas <br />Marc Putman developed his guidelines for. While the commission did not endorse the moratorium, they gave its tacit <br />approval. Regarding Mr. Putman's list of services under consideration by the city, the commission recommends <br />working with Mr. Putman to help clarify our intent for the Gateway vision. Mr. Lindner asked the Council to be <br />cautious as some of Putman's guidelines may be restrictive in their own right. A discussion around Met Council <br />definition of low density housing (3-6 house/acre) took place with Councilor Watson stating that the buffer area <br />between previous houses and the new planning zone would need to be more in the range of 1-3/acre. Councilor <br />Schilling stated that this is why he believes the Planning Commission needs to continue to work with Putman. <br />Councilor Rasmussen stated that he just wants the best plan for Gem Lake residents and that Putman should be able <br />to come up with verbiage that we can use in the Comprehensive Plan to articulate the vision that the City is trying to <br />achieve. <br />Also he stated that the Planning Commission recommends that the city council expend money for the sketch plan <br />for the E/61 NE quadrant and assisting SEH with Comprehensive Plan updates. When asked the status of the <br />Comprehensive Plan, Lindner estimated the plan was 75-80% complete. A more complete draft can be expected in <br />March/April time frame.
