CITY OF GEM LAI E RESOLUTION NO.2006-36 02 OCTOBER 2006 A. RESOLUTION EMPOWERING THE MAYOR AND CITY CLERK TO EXECUTE A. .JOINT POWERS AGREEMENT WITH WHITE BEAR TOWNSHIP ON BEHALF OF THE CITY PROV11y1NG FOR .DEVELOPMENT OF A JOINT COMMUNITY MEETING HALL. WHEREAS,. the City Counc:il of the. City of Gem Lake did by means of Resolution No. 2005-25 establish a comiitittee to meet with a committee from White Bear Township to discuss the benefits and feasabilily of jbint &velopment of a multi jurisdictional community meeting hall, and, WHEREAS, the committee established by the City Council. of. the City of Gem Lake has fulfilled the original challenge presented by the City Council and recommends the City proceed with the joint. development of a cominunity multi -use building thatwill serve.and benefit the residents of both White Bear Township and the City ofGetn.l.ake;.and; WHEREAS, the City Attorney has expressed his opinion that the joint development.and operatiori.o€a catnnitinity multi -use building by the two entities"cim be achieved; and WHEREAS, the financial consultants and bond attorney for the City. of Gem Lake have indicated that.. several methods. of financing such an endeavor including, but not limited. to, capital improvement bonds, may be used for said developinent; now, therefore, be it RESOLVED; the City Council of the Cityiof Gem Lake hereby empowers the Mayor and the. -Community Hall Development Committee to develop on behalfof.'the City of Gent Lake a Joint Powers Agreement with White Bear Township which provides for thedevelopment, ownership and ongoing operation of a community multi -use building to be located oil property -currently owned by White Bear Township.an4 located immediately adjacent the City ofGeitt t;ake to be executed by the Mayor and City -Clerk; and, be it FURTHER RESOLVED, that the City Council of the City of Gem..14ke further empowers the Mayor and Community Hal I Development Cominitteeto initiate Requests For Proposals fordesign-and development.ofa community multi -use building; and, be it FURTHER: RESOLVED, thatthe Coniniunity Hall DeVeiopmerit Committee and the Gem Lake City Council -will work, in concert with White. Bear Township to coordinate development of the community multi -use building to t;oincide with tlieir needs during the relocation, renovation and redevelopinent of the current White Bear Town Hall.
