TO THE VADNAIS LAKE WATERSHED. AND ARE PART OF <br />THE VADNAIS.LAKE WATER MANAGEMENT ORGANIZATION. <br />WHEREAS, VLAWM.O. was.organized in 1983 to be the responsible governmental unit to provide oversight and <br />manavementto see that the requireinentsofthe Metropolitan Water Management Act were enforced in the Vadnais:Lake <br />WBterslied Grew anal <br />WHEREAS, VLAWMO over the-�ears.has met the requirements of the Metropolitan Water Management Act: and <br />WHEREAS, the: member cofflriiunitiesof VLAWMO have enjoyed local control via appointment of a representative <br />to represent their eainni ulity on the VLAWMO Board; and <br />WHEREAS, the City of Gem. Lake has. enjoyed the presence of ihe' ai.nt. Paul Regional Water. Services on the <br />VLA WMO Board, from both a technical. and financial viewpoint and as tlie:owner of land adjacent to; Vadnais Lakeand <br />a -user ofihe Vadnais. Lake water for drinking water for the City gfgaint Paul and. several:other.surroundingcoininunities; <br />and <br />W kEkEAS, the City-dGem Lake acknowledbes.that there areatoas of VLA.WMO',sautltorityshat need to be improved <br />and is willing to increase: annual contributions to VLAWMO, it.it felt that the: naost.efficient means to deliver water <br />managementservices at.thistime is.through.awater manageri tit. oiganization;*and <br />WHEREAS., thc.City.of.Gern Lake believes that.$ formula for. funding,VLAWMO's.activities sltouid-be based on land <br />area and tax capacity; now therefore. be it <br />RESOLVED, .that the City Council of the City of Gem Lake recommends that the Joint Powers.Agreement between <br />mcniber'communities .be extended for a period of at least five years; that work on updating the VLAWMO Water <br />Management Plan begin immediately; that the VLAWMO Board of Directors propose a reasonable budget for 20.06 for <br />hienllier community/Saint Paul Regional Wa vr&rvices review and approval that meets the steeds of the organization <br />and is responsible to its taxpayers; and that its £finding. formula be based on RESOLUTION. <br />The roregoing Resolution.�vas offered by Mayor Emeott and was supported by Councilpr.
