CITY OF GEM LAKE <br />RESOLUTION NO.2005-1.3 <br />15 August2005- <br />ARESOT.UTIOPfiAPPRO'V)iNG PARTICIPATION IN THE COUNTYWIDE. <br />EMERGENCY OPERAT ONSPLAN PREPARED BY RAMSEY COUNTY. <br />WHEREAS..Chapter.l2-of Minnesota :Statutes. and Robert T. Stafford Act, and the Superfund Amendments and <br />Reauthorization Act of ,I086 require all counties and incorporated municipalities. to develop .and adopt plans for <br />preparing for, respondingto, recovering from, and mitigating the -effects of emergencies and disasters; and <br />WHEREAS, such piansarerequired to address all hazardsand-mustmeano ferverth9ri.64 specific planning.items; and <br />WHEREAS, such plans mast be well- integrated. and'cboidinated t6 account for the fact that emergencies in one <br />jurisdiction impact oft other nearby jurisdictions; -And <br />WHEREAS, the plan muk-include an implementation and maintenatiee.process including.plarr updates, integration of <br />the plan into other planning documents and how the -County will activate and coordinate activities with the affected <br />jurisdictions; Arid <br />WHEREAS, Ramsey CountyMision ofEmergency Managementand Homeland Security lias indicated its willingness <br />to coordinate these efforts should the municipality so desire; and <br />WHEREAS, the plan will be shared with all.municipalities., the County Poard of Comrnissioners and the State of <br />Minnesota Uepartmentof Public Safety., Division of Homeland Security. -And Emetgencyfi4oagementfor coordination; <br />and <br />WHEREAS, the abpv� reasons snake it desirable for the :county to utilize common planning and response elements <br />designed: to integrate, otfr-emergency preparedness, response: recovery, and: mitigation efforts; and <br />WHEREAS, such indication is a requiretnentofthe National Incidenf Management System .(N1MS):and the National <br />Response Plan. which is the template.for all jurisdictions in the United States; and <br />WHEREAS, adoption ofthe all -hazard EmergencyOperations Plan will tnakethe muni6paliti6sand the County eligible <br />to receive Emergency Management Performance Grant (EMGP) grants; and <br />WHEREAS, this Countywide Emergency Operations Plan has been certifiied.as meeting.or exceeding all standards.for <br />emergency planning by the State of Minnesota Department. of Public Safety, Division of Homeland Security and <br />Emer.-ency Manal ement.for Ramsey County and for any jurisdiction. within Ramsey County that chooses. to adopt this <br />plan as their municipal Emergency Operations.
