CITY OF GEM LAKE <br />RESOLUTION NO.2005-14 <br />15 August.2005- <br />A RESOLUTION DESIGNATION OF THE .NATIONAL INCIDENT <br />�",.. MANAGEMENT SYSTEM .AS THE BASIS FOR. ALL .INCIDENT <br />�. MANAGEMENT IN T,.HC CITY QF CEM LAKE. <br />WHEREAS, the President of the Un ited States ofAmerica issued Homeland Security Presidential Directive 5.to enhance <br />the ab.i lity.of the United States to manage domestic incidents'byestablishing a single; comprehensive national incident <br />management system; and <br />WHEREAS, the President, in Homeland Security Presidential Directive 5, tasked the secretary of U.:S. Department <br />of llonteland Security -to develop and Administer aNational Incident Management Systems and <br />WHEREAS, the secretary of the U.S. Department of Homeland Security developedand administered the National <br />Incident Management Systern (NIMS) to providefor interoperability and compatibility among federal, state; and local <br />capabilities, the NIMS will include: a core set of Concepts, principles, terminology, and technologies covering the <br />incident command system; multi —agency coordination systems; .unified command.;. training;. identiribation. and <br />nianagementof resources (including systems forclassifying types of resources); qualificaiions.apd ceWf icatjon; and the <br />collection, tracking, and reporting of.incident information and.ittcident resources;..and <br />WHEREAS, Minnesota GovernorTim.Pawlemyissued ExecutivOrder05 2:DESIGNATlPN:QFT'H8NA1'I0NAL <br />INCIDENT MANAGEMENT SYSTEM (NIMS) AS THE.EASI$ FOK ALL INCIDENT MANAGEMENT IN THE <br />STA' E-01= M[NNESOTA; and <br />WHEjt AS, the collective input and guidance.[rorti $Il federal, state; local;and tribal homelands uritypaitnets-has <br />Wen. and will continue to be, vital to the. development, effective:implementation,. and. utilization Of a coitlprehehsive <br />NIMS; And <br />WHEREAS, it is necessary aitd'desirable that all City of Gem Lake agencies mid personnel coordinate their efforts to <br />effectively and efficiently provide the highest levels of indident management, and <br />WHEREAS; the N IMS`:standardized procedutks fotrinanagingpersannel, oammanications,facilities,snd resources.�v.iil <br />improve the ability of the City of Gem Lake ta-dtilize federal funding to. enhance local and state agency readiness, <br />maintain first responder safety, and streamline incidetnf management processes; and <br />WHEREAS, the Incident Command System components of the NIMS are already on integral part of variqus incident . <br />Management activities throughout the City of Gem Lake, including current emergency managementtrainingpro,rams; <br />and <br />WHEREAS, the 'National Commisston on Terrorist Attacks ig 11 Commission} recommended adoption of a <br />standardized Incident' Command System; and - <br />NOW, THEREFORE, we; do hereby establish the National Incident Management.
