WHEREAS, VLAWMO was organized in 1983 to be the responsible. governmental u►iit to provide oversigiit and manaevementio-see that.the requirements ofthe. Mi:tropolitan Water Management Act were enforced in the Vadnais Lake Watershed area; and WHEREAS, *VLAW O over the years has.met the requirements ofthe Metrgpolitan Water Managemwnt• Act, alld WHEREAS, themember communities of VLAWMO have Mjoyed local control Via ..appointment of a representative to represent. djoir community on the VLAWMO-Board; and. WHEREAS; the municipal:metnbership. of VLAWMO has. enjoyed the presence. of the Saiitt. Paul Regional Water Services on the VLAW1bI6 Board,from both a technical and financial viewpoint and as. tlie: owner of land adjacent to. Vadnais Lake and. a userof the. Vadnais, Lake water for drinking water. for the City of Saint Paul and several other communities; and WHEREAS, the City.ofGem Lake acknowledgesthat there are areas Qf VLAWMO`s authoritythat need to be.improved and is -willing to increase annual -contributions to VLAWMO, it isjkle tthat the mo%.efficient.means to,deliver water inanagentent services.at this time is: through a water ma.nagetnent organization;•alnd WHEREAS, the City of Gem Lake beliives that a fonnula for funding VLA WMO's.activities should be based on land area, population, and tax capacity; now therefore be it: -RESOLVED,.that the City Council of the City of Gem Lake -recommends that the J:oint,Powers Agreement between member communities be extended for a period of at least one year; .that work. on updating the VLAWMO Water f !vlanagenient flan begirt immediately; that the appropriate. staff or elecied.ofcials from the membership propose i reasonable amendmentsto.budget for 2006 for the VLAWMO Board to review and ratify at it's.September.8''meeting, The foregoing Resolu&n was offered by CqunCilor Rirs,rurssen and was supported by.Councilot~SdiI.11hig and was declared adopted based uvon .the following vote: NAME EM'EOTT :ASIi%I:USSEIV.'
