Utility Extension SEH No. GI MLK 134847 14.00 We are pleased to. submit this letter proposal for the study and preparation of a feasibility report for the extension of sanitary sewer and water main in the northeastern -portion of the City. Recently the City has had requests to study the extension of sanitary. sewer in the neighborhood near the intersection of Scheuneman Road North and Otter Lake Road in the northeast corner of the City. Extension of sanitary sewer for this neighborhood could also beutilized to serve the North District of the .City as identified In the. City's Comprehensive Plan. With the extension of water main from White Bear Lake to serve'the Hoffman Corners area, it is recommended. to include the study of.a potential extension of a Water main to serve the above area: The installation of sanitary sewer in Scheuneman Road and Otter Lake Road will likely require the disturbance of the road's pavement which would be a good time to includeinstallation of a water main, SCOPE OF WORK We understand the project to consist of a study to identify the best alignment(s) for the extension. of. sanitary sewer to serve the Otter Lake Road/Scheunerrian Road North neighborhood along with how that extension. could also serve. the North Sewer District along Goose. Lake Road in.the'future. The study would also review the:extension of municipal water main into the Otter Lake Road/Scheuneman. Road North: neighborhood. A feasibility report would then. be prepared based. on the study findings. The feasibility report would include; ■ Identify potential routes for the extension of sanitary'sewer from either the MCES interceptor along the railroad tracks or the: existing sanitary sewer main in Schap neman Road. Identify potential connection pointsand routes for the extension of municipal water to serve this same neighborhood. (It is assumed that any potential municipal water main extension would only. occur in conjunction with the extension of sanitary. sewer). Prepare preliminary estimates -of probable costs of the proposed improvements. Prepare.a proposed project schedule (from .feasibility. through construction). • Work with city staff and financial advisor to develop a proposed financing plan for the proposed improvements. • Prepare a preliminary assessment roll.
