Call to Order <br />Mayor Gretchen Artig-Swomley called the meeting to order at 7:00 p.m. <br /> <br />II. Call of Roll <br />Mayor Gretchen Artig-Swomley, Councilmembers Len Cacioppo, Ben Johnson, Jim Lindner, and <br />Joshua Patrick were present. Also present: City Attorney Martin Norder, City Treasurer Tom Kelly, <br />and City Clerk Barb Suciu. <br /> <br />III. Approve of Agenda and Minutes <br />A. Approve the Agenda for May 19, 2026, City Council meeting. <br />A motion was introduced by Councilmember Lindner to accept the May 19, 2026, agenda, <br />seconded by Councilmember Patrick. Motion carried 5-0. <br />B. Approve the Minutes of April 21, 2026, City Council meeting. <br />A motion was introduced by Councilmember Lindner, seconded by Councilmember Patrick to <br />approve April 21, 2026, City Council Meeting minutes. Motion carried 4-0-1 (Cacioppo <br />abstained) <br /> <br />IV. Special Presentations/Public Hearings <br />Erik Johnston, White Bear Police Chief, provided a brief introduction and history of his law <br />enforcement experience. His priorities as the police chief are community and engaging with the <br />community and wellness for the officers that serve the department. He stated, “happy cops make <br />better cops.” <br />Chief Johnston stated he looks forward to a working relationship with the residents of Gem Lake. <br />V. Consent Agenda <br />A. Monthly Financial Report(s) <br />B. Claims <br />C. Resolution 2026-011; Resolution Funding the Gem Lake Scholarship and Awarding the <br />Scholarship to Bennett Sauer <br />D. Resolution 2026-013; Resolution Funding the Gem Lake Scholarship and Awarding the <br />Scholarship to Galvin Nathanson <br />A motion was introduced by Councilmember Lindner, seconded by Councilmember Cacioppo to <br />approve the Consent Agenda. Motion carried 5-0. <br />VI. Planning Commission Reports <br /> None. <br />VII. Old Business <br />A. Newsletter Updates/Topics/Suggestions <br />Mayor Artig-Swomley stated the newsletter has a tight turn around for the next newsletter. <br />The issue is well on the way and will be distributed in the middle of June. <br />B. Resolution 2026-12; Resolution Awarding the 2050 Comprehensive Plan
