City of Gem Lake City Council Meeting Minutes April 21, 2026 2 <br />Mayor Artig-Swomley stated we have received two proposals. One from TKDA and SEH, Inc. Both <br />proposals are for the full report. Staff have requested a proposal from SEH for the sections the City <br />Engineers are required to do to have a better understanding of the total cost of creating the report. <br />A motion was introduced by Councilmember Lindner, seconded by Councilmember Cacioppo to <br />table the resolution awarding the 2050 Comprehensive Plan until June 16, 2026, City Council <br />meeting. Motion carried 5-0. <br />C. Little Fox Lane No Parking <br />Mayor Artig-Swomley stated there was discussion at the April 21, 2026, City Council meeting <br />regarding the temporary no parking on Little Fox Lane due to the construction of the apartment <br />building. This is the first of two buildings that will be built on the site, and the parking situation will <br />not improve. <br />At the April City Council meeting, staff were directed to survey the residents on Little Fox Lane with <br />the options of keeping the temporary no parking signs; no parking, Monday through Friday 7 a.m. <br />to 5 p.m.; or permanent no parking with the option of residents applying for a parking permit for <br />events. The majority of the residents were in favor of permanent no-parking with the option of <br />obtaining a parking permit for events. <br />A motion was introduced by Councilmember Patrick, seconded by Councilmember Johnson to <br />approve Little Fox Lane as a permanent no parking with the i. Motion carried 5-0. <br /> <br />VIII. New Business <br />IX. Community Outreach to other Cities and Government Bodies <br />Mayor Artig-Swomley stated the city is in the process of finalizing the Water Agreement with <br />Vadnais Heights. This will be settled when the City Engineer is back from vacation. <br /> <br />X. Presentation from the Public <br />No issues raised. <br />XI. Open Items for Council Members to Bring up <br />XII.
