June 10, 2026 <br />Page 2 <br /> <br />Task 2: Existing Conditions Analysis <br />In order to prepare for chapter updates and gain an understanding of existing and future conditions, SEH <br />will conduct an existing conditions analysis, working with City staff and consultants. These will include <br />review and assessment of base Traffic Analysis Zones (TAZs), updating base data for the technical <br />chapters, and coordination with key agencies. <br /> <br />Task 2 Deliverables: TAZ review summary, base data updates <br /> <br />Task 3: Chapter Content Development <br />SEH will prepare content for the Plan technical chapters as outlined above, including the required <br />elements in Gem Lake’s System Statement and 2050 Comprehensive Plan Minimum Required Checklilst. <br />1. Transportation <br />Required elements for the Transportation plan element will at minimum include existing and <br />future roadways, transit, biking, pedestrian, freight and TAZs. <br />2. Water Resources <br />Required elements for the Water Resources plan element will at minimum include existing and <br />future needs for wastewater (sewered forecasts, private treatment system and SSTS <br />requirements), water supply (source water protection, wells) and surface water. <br />3. Implementation <br />Implementation action items will be identified for transportation and water resources. <br /> <br />Task 3 Deliverables: Plan chapter content, including narratives, maps, tables and graphics <br /> COMPENSATION <br />Based on our understanding of the project and scope of services, SEH proposes to complete this work for <br />$99,208. SEH will not exceed this amount without prior authorization from the City. Compensation for the <br />services will be made on an hourly basis plus cost of reimbursable expenses. <br /> <br />Fee Summary <br />Task Fee <br />1.
