CITY OF GEM LAKE MINUTES OF SPECIAL CITY COUNCIL MEETING SEPTEMBER, 2003 A Special Meeting of the City Council of the City of Gem Lake having been duly published in the 24 September 2003 edition of the White Bear Press was called to order by Mayor Emeott on Monday, 29 September 2003, at 7:00 PM in the first floor meeting room of Tousley Ford. Mayor Emeott, Council Members Igo, Birkebak, Watson and Bosak, and Clerk Magnuson were present. Also present were City Engineer John Parotti, Jim Lindner, Derrick W ippich, Holly Peterson and Candace Dale. Following Mayor Emeott's request for additions, deletions, or corrections, the following actions were taken: 1) unanimous approval of Special City Council Meeting Agenda as presented for 29 September 2003 on Motion by Igo, Second by Bosak. Mr. Magnuson then reported that following discussions with MnDOT, Ramsey County Public Works and the City of V adnais Heights, a meeting was convened to determine whethermajor improvements at Highway 61 and CountyRoad E were prudent and timely given the fact thatHighway 61 will be the major north -south detour for MnDOT's I694/I35E reconstruction project known as "unweave-the-weave". The meeting was also held to determine if funding might be available throughMnDOT's Municipal Agreement Program, other MnDOT programs, and Ramsey County. The general consensus of the first meeting was that this was possibly a very timely and appropriate project, that it was well qualified to receive funding through various programs and that the effort should go forward. A second meeting was held and City Engineers for Gem Lake and Vadnais Heights as well as SEH traffic planners were present to determine the elements necessary for submittal of an application to MnDOT. For a number of reasons, Magnuson agreed that Gem Lake would take the lead if others supported the effort. Dan Soler of Ramsey County and Gerry Urban of Vadnais Heights agreed to split the cost of developing the application equally with Gem Lake in an amount not to exceed six thousand ($6,000) dollars total or two thousand ($2,000) dollars each. Mr. Parotti presented preliminary aerial photographs with highlighted proposed changes, a copy of which will be retained in the permanent file and sent to each of the parties involved. Mr. Magnuson indicated he has already met with Jack Mayeron of Barnett and they support the effort to close their south entrance on County E with the idea that a new Highway 61 entrance will be constructed. Barnett's only real concern was how to handle east bound departing traffic and indicated a signal at Scheuneman would be beneficial. Mr. Magnuson agreed to carry the request forward to Ramsey County. In addition to the cost of creating the submittal, Gem Lake will also face expenses involved with securing any additional right-of-way required for the project which will include Barnett south line right-of-way per Parotti. Additional costs should be limited to participation in the engineering costs attendant to the project. The submittal will include a preliminary budget for consideration. Motion by Watson, Second by Igo to adopt Resolution No. 2003-06 attached hereto was unanimously approved. The next meeting of the City Council scheduled for Monday, 27 October 2003.
