VLAWMO Meeting — February 9, 2006 <br />into that category, however it may take one or more legal opinions to clarify the point. A <br />meeting of the Joint Powers signers is planned to discuss the draft JPA. <br />Lambert update — Deferred <br />Policy book with usual practices and employee practices is in the works. Paul Peterson <br />indicated he is interested in the project and will contact Stephanie after the meeting. <br />Review of VLAWMO boundary parcels with population and tax capacity is needed to generate <br />more current values. The GIS specialist, Dave Bauer at Ramsey Conservation District is <br />available and thought he could do it in about 4 hours. Jim Johnston moved, with Mark Burch <br />seconding to authorize up to $500 from the Water Plan budget to be spent on this project. A <br />response to White Bear Lake will be generated once the new figures are available. <br />Legal questions. Several legal questions that have come up related to the JPA will be directed <br />to BWSR first. Answers we cannot get from them may be direct to the VLAWMO counsel <br />afterward. These questions include: Can the SPRWS be part of the JPA, legally? It was noted <br />that they enter into other JPA's. Can we tax Shoreview if they have no seat on the Board and do <br />not sign the JPA? What does statute say on voting to approve a budget? How many must <br />approve a budget? <br />Office Space Update— the Board expressed support for updating the office. They would like <br />more information. Mark Bigelbach provides office systems and will provide another bid on the <br />office furniture. Mark Burch requested more information on commercial rates and options in the <br />other member cities. <br />Maintenance. Mark Bigelbach will work on identifying the elements that need to be done, who <br />the partners might be and what it will cost. <br />Summer intern. There were no volunteers to help with this project. Staff will provide more <br />information at the next meeting. <br />Commissioner reports. Dave offered a tour, tentatively set for Feb. 22na <br />Administration Report.
