MINUTES OF MEETING OF CITY COUNCIL <br />OF CITY OF GEM LAKE <br />January, 1995 <br />The Year End report of the Recycling Committee, a copy of which is <br />attached hereto as Exhibit "F", was then reviewed with no action taken. <br />Mr. Magnuson then reported that Lt. Jim Moeller of the White Bear <br />Lake Police Department has indicated a desire to discuss the City's law <br />enforcement needs for the future. <br />After discussion and upon motion duly made (Kunin) and seconded <br />(Igo), the 1995 Fire Contract with the City of White Bear Lake, a copy <br />of which is attached hereto as Exhibit "G", was unanimously approved. <br />The Clerk was then directed to request installation of SLOW CHIL- <br />DREN PRESENT" signs on Big Fox and Little Fox Roads. <br />Mr. Magnuson then reported that he will meet in March or April with <br />Schifsky to discuss work to be performed on Big Fox Road and Little Fox <br />Lane. Discussion of methods of funding of improvements will be required <br />in February. <br />Clerk Magnuson then reported that he has requested SEH appoint an <br />engineer to serve as Gem Lake City Engineer. <br />Clerk Magnuson then reported that he has discussed the city's need <br />for a Zoning Administrator with Don Christofferson who will be retiring <br />from SEH at the end of February, 1995. Mr. Christofferson is duly quali- <br />fied to serve as Zoning Administrator as a licensed engineer and serves <br />v a similar function for the city of North Hudson, WI. The matter was <br />referred to the Mayor and Planning Commission for action in March. <br />Mayor Emeott then reported that sign inspections may be completed <br />arly in the second quarter, pending Mr. Gardner's return. It appears <br />Tousley and HCO are clearly out of compliance. Mr. Arend and Mr. Gardner <br />will pursue the matter to completion and advise. <br />Mayor Emeott reported that the Database for Septic Inspection <br />billing is nearly complete and invoices should be mailed by the end of <br />the first quarter. <br />Clerk Magnuson then reported that a Non -Intoxicating Liquor Appli- <br />cation has been sent to Cafe Cravings. The Clerk has received a fee <br />schedule from Vadnais Heights and will review and make recommendations. <br />Resolution No. 95-01 was, upon motion duly made (Nielsen) and <br />seconded (Kunin), unanimously adopted and is attached hereto as Exhibit <br />"H" <br />Resolution No. 95-02 was, upon motion duly made (Kunin) and second- <br />ed (Igo), unanimously adopted and is attached hereto as Exhibit "I". <br />Resolution No. 95-03 was, upon motion duly made (Igo) and seconded <br />(Birkebak), unanimously adopted and is attached hereto as Exhibit "J". <br />2 <br />
