18 October 1995, that the Ramsey County Public Health department be called in for an inspection with Mr. <br />Magnuson, Mr. Arend and Dr. Birkebak acting as City Health Officer. <br />Mr. Magnuson then reported that both Barnett and Tousley appear to be amenable to hearing a <br />proposal on abatement of loud speaker noise through the use of pagers and he will pursue the matter and <br />keep the City Council advised. <br />The report of the Recycling Committee was presented and is attached hereto as Exhibit "C". <br />Resolution No. 95-16 empowering the Clerk to apply for Score Funding and attached hereto as Exhibit "D" <br />was, upon motion duly made (Nielsen) and seconded (Kunin), unanimously adopted. <br />Mr. Magnuson then reported that attempts to contact Animal Control Services and discuss possible <br />contract services have been unsuccessful. He will continue to pursue the matter. <br />Mr. Magnuson then reported that fire inspections are due to be completed by the end of October. <br />Mr. Magnuson then reported that a letter has been sent to Mr. Dan Solar requesting installation of <br />"NO PARKING' signs along the south bound lane of Scheuneman Road adjacent Barnett entrances. The <br />County has also been asked to install signs along Big Fox Road and Little Fox Lane. <br />Implementation of the Road Maintenance Plan was tabled to February. <br />Mr. Magnuson then reported the City Engineer has completed the first phase of City mapping and <br />that 11" x 17" color maps have been received for Planning Commission review. The maps will be forwarded <br />to Mr. Gardner. <br />Mr. Magnuson reported on sign inspections. Efforts to resolve Mr. Birkeland's violation are currently <br />underway. Over signing at HCO will be the next consideration. <br />After discussion of septic inspection and upon motion duly made (Igo) and seconded (Connie), the <br />Council decided unanimously to absorb first costs of inspections incurred in 1994. The Clerk was charged <br />with determining an alternative to individual billing for 1996. <br />Following discussion and upon motion duly made (Nielsen) and seconded (Birkebak), the Joint <br />Powers Agreement With VLAWMO through the year 2005 was passed on a vote of four (4) Ayes and one <br />(1) Nay by Mayor Emeott who stated he felt we should not belong if we aren't going to participate. <br />Mr. Magnuson then reported that a letter has been sent to Paul Kirkwold at Ramsey County asking <br />for clarification of the County Road F realignment project which is a condition of Gem Lake's acceptance <br />of Scheuneman Road turn backs. <br />Mr. Magnuson then reported that he has made initial contact with Ramsey County regarding Ayde <br />tax forfeiture land along the BN railroad bed. Approximate valuation of $3,900 has been estimated. <br />Mayor Emeott then referred to the matter of proposed Ordinance No. 66. During discussion, Mr. <br />Hansen accused Mayor Emeott of attempting to block any and all efforts of the Hansens in development of <br />the land. Mayor Emeott then advised Mr. Hansen that he was out of order. Mayor Emeott then asked for a <br />motion on proposed Ordinance No. 66, noting changes made at the suggestion of Mr. Gardner and Mr. <br />Hansen.
