OF A MEETING OF THE JURISDICTIONS <br />WHICH CONTRACT WITH RAMSEY COUNTY SHERIFF'S DEPARTMENT <br />FOR POLICE SERVICES <br />July 21, 1994. <br />***.* r.****************.****:************************** **.*********** <br />Joel Hanson, Chair, called the meeting to order at 7:40 a.m. The <br />following members were present: <br />- Jerry Bergeron, Commander Ramsey County Sheriff's Department <br />Dick Dornbusch, Lieutenant, Ramsey County Sheriff's Department <br />- Joel Hanson, City of Little Canada <br />- Dorothy Person, City of Arden Hills <br />- Jan Reagan, White Bear Township <br />Terry Schwerm, City of Shoreview <br />- Bill Short, White Bear Township. <br />-- Gerry Urban, City of Vadnais Heights <br />Absent, with prior notice: Bill Ecklund, City of North Oaks <br />APPROVAL OF MINUTES <br />The Minutes of June 16, 1994, were approved as submitted. <br />SECOND QUARTER 1994 CRIME REPORTS. <br />Lt. Dornbusch presented the second quarter comparative crime <br />statistics and a report on the calls for service compared to the <br />service cases actually investigated. He noted that a recent <br />Supreme Court decision has made it mandatory to record all <br />interviews when Miranda is involved. <br />BOARD OF GOVERNMENT INNOVATION & COOPERATION .GRANT <br />Lt. Mike Shanley and Gary Koliman, Communications Supervisor, <br />Ramsey County Sheriff's Department, explained three types of <br />grants currently available through the State of Minnesota (Serv- <br />ice Budget Management, Cooperative Planning & Service Sharing) <br />Lt. Shanley felt the Service Sharing Grant would be most appro- <br />priate for the Group. He explained that it is a cooperative <br />type of grant where two or more partners come together to share a <br />service. The grant, up to $100,000, can be used for start-up <br />costs and equipment only. None of the grant monies can be used <br />to fund wages or recurring costs. The Community Service Officer <br />concept was discussed for possible grant funding. Bergeron noted <br />that cars, radio & emergency equipment, phones, pagers, uniforms <br />and training could be funded through the grant. Discussion <br />concerning a temporary vs. annual CSO position followed. <br />Bergeron explained the benefits of the position, noting that a <br />CSO could take routine or low priority calls, which would result <br />in freeing up the current officer's time. Shanley explained that <br />the pre -application can be very general, and would not require a <br />commitment. Pre -application deadline is August 23, 1994. If <br />1 <br />
