CITY OF GEM LAKE <br />NPDES - MS4 SWPPP <br />BMP DESCRIPTION SHEET <br />A. Unique Identification Number: 3-04-R <br />B. Name or Type of BMP: Illicit Discharge & Detection Program <br />C. BMP Description: Explore opportunities to expand existing inspection programs to address illicit connections and illegal dumping detection <br />and elimination. Coordinate these activities with a complaint response program (BMP 4-06-R) and other related activities. Research the benefit <br />and feasibility of a program for completing annual reviews of businesses within the City. <br />D. Minimum Control Measure Addressed: Illicit Discharge Detection & Elimination <br />E. Describe the measurable that will be used to determine success or benefits of this BMP: <br />1. Work with other MS4's (Ramsey County and Mn/DOT) to identify illicit discharges through inspections of businesses within the City. <br />2. Upon discovery of illicit discharges, work with other MS4's to eliminate same from their systems. <br />3. Annually track the number of inspections of businesses and other areas for identifying illicit connections. <br />F. Describe the timeline or implementation schedule for this BMP: <br />1. Year 1: Start program development in conjunction with other MS4 inspection programs. <br />2. Year 2 through Year 5: Ongoing program activities. <br />G. A preliminary inspection of businesses was completed to develop a reporting data base including types of businesses and potential <br />illicit discharges. <br />2. 2004 <br />a. An annual inspection of businesses was completed in the fall, 2004. <br />b. Weekly inspection of all construction sites within the City began in June, 2004. <br />C. An electronic file has been established to record all complaints or illicit discharges identified through inspections. <br />12 <br />
