J <br />CITY OF GEM LAKE <br />MINUTES OF ANNUAL MEETING <br />NPDES / MS4 / SWPPP <br />28 February 2005 <br />The second annual Public Meeting of the City of Gem Lake to review the City's report of performance in accor- <br />dance with the National Pollution Discharge Elimination System (NPDES) and the related Small Municipal Separate <br />Storm Sewer Systems (MS4) Phase II Permit which is guided by the City's Storm Water Pollution Prevention Program <br />(SWPPP) was held at 7:00 PM on 28 February 2005 in the first floor meeting room of Tousley Ford. A Public Notice <br />of the meeting was placed in the White Bear Press, the City's Legal Publication on 23 February 2004 as Public Notie <br />No. 2005-06. Mayor Emeott, Councilors Watson, Rasmussen, Schilling and Bosak , and City Clerk Magnuson were <br />present along with residents Vern Grundhoffer, Helen Kahl, and Wendy Turnbull. <br />Mayor Emeott then made opening comments stating, for the record, that this hearing is required as part of our <br />SWPPP to provide both education of City efforts to it's residents and to make known it's accomplishments, commitments <br />and challenges. <br />Mayor Emeott then presented the Agenda for the Public Meeting. Motion by Bosak, Second by Watson to adopt <br />the Agenda for the Public Meeting as presented was unanimously approved. <br />Mr. Magnuson was then recognized. Mr. Magnuson presented the thirty (30) page Draft Annual Report summariz- <br />ing the three (3) page formatted report and each of the twenty-eight (28) pages of criteria, allowing time for questions <br />and answers from the City Council or those present. Mr. Magnuson also presented 13 pages of attachments demonstrating <br />City efforts to meet the challenge of the NPDES Program. <br />Following Mr. Magnuson's presentation, Mayor Emeott asked if there had been any written or oral input on the <br />City's SWPPP for consideration and inclusion in the record and for consideration as changes to the City's SWPPP. Mr. <br />Magnuson replied that no written or oral input had been received prior to convening this meeting. Mayor Emeott then <br />asked if any Councilors wished to make comments with no response from the Councilors. Mayor Emeott then asked if <br />anyone present wished to make comments with no response from those present.
