Introduction <br />Location <br />The project is located in two areas of western Gem Lake. <br />Area A includes Haven Lane and Tessier Road between Goose Lake Road and to the <br />Burlington Northern Railroad. Access is provided from Goose Lake Road. <br />Area B includes Little Fox Lane off Labore Road and Big Fox Road off County Road E. <br />The area is accessed from Labore Road and County Road E. <br />Both areas are residential in nature with Area A having much smaller lots compared to <br />those typical of Area B. <br />Project Purpose <br />The project would reconstruct the street section in the areas. The new section would be <br />similar in nature to the existing roadway with an anticipated life of 20-30 years with <br />proper maintenance. <br />The City has requested that the project explore providing future sanitary sewer and water <br />service to the properties in these areas. This seems prudent in light of the City's desire to <br />serve the areas with City water and sewer. An independent report is exploring providing <br />water to the entire community. Sewer is available through connections to neighboring <br />community systems. <br />Existing Conditions <br />Streets <br />All four residential streets in areas A and B have a 24' wide driving surface that are <br />generally in poor to moderate condition. The streets in area A have a rolled bituminous <br />edge to direct drainage in the area. Streets in area B do not have a rolled curb. Drainage <br />for the area is provided through roadside swales. <br />Public Utilities <br />There is no sanitary sewer or water main in the project areas. In area A, on Haven Lane <br />there is storm sewer that collects water at the north end of the cul-de-sac and drains it <br />north to the Railroad right-of-way. On Tessier Road there is a culvert located mid block <br />that provides drainage from one low area to another. <br />In area B, there are no public utilities. <br />Private Utilities <br />Electric, telephone, gas, and cable TV exist in the right of way on all streets in both areas <br />A and B.
