IJ Council has asked that the installation of sanitary sewer and water main be reviewed as part of this study. Although these utilities may ultimately be installed in these areas, it may not be prudent to this at this time. Specifically, recovering the cost related to the installation of these utilities from the benefited properties cannot be accomplished until actual service is provided to the properties. The Council must consider the likely timeframe of service being available to these areas and the financial impact related to the period when considering installing utilities at this time. Roadway Option I - A proposed pavement section of 3.5" of bituminous pavement over 6" of Class 5 aggregate base and l' of select granular borrow would be installed under this option. There will be no concrete curb. Instead, a rolled bituminous edge will be used similar to the existing road edge. There will be minimal restoration costs for ditches, yards, and miscellaneous features. The street related cost of full reconstruction totals $137,400 for Area A and $344,500 for Area B. This option is recommended if sewer and water utilities were installed at this time or if the timeframe for the installation of utilities extends beyond 20 years. Option 2 — An alternative roadway improvement plan would be to overlay the streets with 2" of bituminous pavement. This would be sufficient to extend the life of the existing streets to a time when sewer and water utilities are installed. Areas currently experiencing severe distress would be patched prior to overlay to further extend the life of those areas. The street related cost of a 2" overlay with appropriate patching totals $42,000 for Area A and $106,000 for Area B. This option is recommended if sewer and water utilities were not installed at this time and are expected to be installed in the next 10-15 years. The street restoration program selected will determine the life expectancy of the street. An overlay maintenance action typically has a life of 10-15 years depending on the condition of the sub grade below the existing pavement. A total reconstruction has a design life of 20 years, but will often last 30-40 years if properly maintained. Maintenance Impact The construction of the above -proposed improvements will result in the addition of sanitary sewer and water main. These will require periodic inspection and maintenance in the future when they are put in service. Road maintenance would require periodic seal coating and crack sealing, similar to the current roadway.
