April 6, 2006 <br />Fritz Magnuson, City Clerk <br />City of Gem Lake <br />1369 E County Road E <br />Gem Lake, MN 55110 <br />RE: Road Improvement Proposal: Little Fox Lane <br />Public Hearing: Monday, April 10, 2006 7:00 PM <br />Dear Fritz, Members of the Gem Lake City Council and Planning Commission, <br />Thank you for the public notice concerning road improvements on Big Fox Road and <br />Little Fox Lane. Obviously, the roads have been in need on extensive repairs for several <br />years. We are pleased that the City is moving forward to address the appropriate solutions <br />to the road issues. I suspect the road proposals may include; road resurfacing, curb and <br />gutter, and possibility inclusion of public utilities (water, sewer, etc). <br />It is a common expectation that public improvements will always benefit the public <br />(safety, convenience, etc.) and also benefit the property owners who usually fund the <br />' project. We would therefore conclude, that if the City of Gem Lake approves extensive <br />road improvements (including utilities), which incur substantial costs to us (property <br />owner), we would be entitled to a reasonable benefit and use of the property consistent <br />with the cost of the improvements and land usage in the area. <br />In order to recoup extensive improvement costs, we would expect the City of Gem Lake <br />to re -zone our property to allow for greater residential density (from 3 acre to 1 acre lots). <br />Obviously if water and sewer were available on Little Fox Lane, greater density would <br />constitute a good and reasonable use of the land while continuing to maintain and add to <br />an already wonderful neighborhood. <br />Thank you for your continued work and service to the residents of Gem Lake.
