April 6, 2006 Fritz Magnuson, City Clerk City of Gem Lake 1369 E County Road E Gem Lake, MN 55110 RE: Road Improvement Proposal: Little Fox Lane Public Hearing: Monday, April 10, 2006 7:00 PM Dear Fritz, Members of the Gem Lake City Council and Planning Commission, Thank you for the public notice concerning road improvements on Big Fox Road and Little Fox Lane. Obviously, the roads have been in need on extensive repairs for several years. We are pleased that the City is moving forward to address the appropriate solutions to the road issues. I suspect the road proposals may include; road resurfacing, curb and gutter, and possibility inclusion of public utilities (water, sewer, etc). It is a common expectation that public improvements will always benefit the public (safety, convenience, etc.) and also benefit the property owners who usually fund the ' project. We would therefore conclude, that if the City of Gem Lake approves extensive road improvements (including utilities), which incur substantial costs to us (property owner), we would be entitled to a reasonable benefit and use of the property consistent with the cost of the improvements and land usage in the area. In order to recoup extensive improvement costs, we would expect the City of Gem Lake to re -zone our property to allow for greater residential density (from 3 acre to 1 acre lots). Obviously if water and sewer were available on Little Fox Lane, greater density would constitute a good and reasonable use of the land while continuing to maintain and add to an already wonderful neighborhood.
