EXHIBIT A TO AGREEMENT FOR PROFESSIONAL SERVICES Between City of Gem Lake (Owner) and Short Elliott Hendrickson Inc. (SEH) Dated June 19, 2006 SEH's SERVICES The Owner intends to retain SEH to provide comprehensive plan updating, land use planning and analysis, meeting facilitation and public involvement, and Metropolitan Council document submittal services as may be directed by the Owner, and the Owner and SEH deem it mutually advantageous to set forth the general details described herein. It is our understanding that this comprehensive plan update will fulfill the Metropolitan Council's requirements for local comprehensive plans to be updated by 2008 as outlined in the Local Planning Handbook, dated September 2005 and in Minnesota Statute 473.86-862. We are currently reviewing the Gem Lake System Statement and the City's last comprehensive plan, dated July 1997, which was prepared in our Saint Paul office. We also understand that the City wishes to submit the updated plan to the Metropolitan Council by September 2007, one year in advance of the deadline. Our proposed scope of services for the comprehensive plan update assumes an approximate budget of $35,000 with a project time frame of about 8-10 months. The proposed outline scope of services is included below. Scope of Services: Comprehensive Plan Update 1. Project Initiation and Management • Conduct project kick-off meeting with City staff and officials • Progress reports and meetings • Personnel management and coordination (i.e. Gem Lake planning intern, etc.) 2. Inventory and Analysis of Gem Lake Review System Statement and 1997 Comprehensive Plan • Conduct updated community survey Base mapping • Infrastructure systems analysis • Demographic profile 3. Stakeholder Engagement • Public visioning workshop • Five neighborhood focus group meetings • Steering committee/planning commission meetings • Public hearing: presentation Short Elliott Hendrickson Inc.
