J CITY OF GEM LAKE MINUTES OF CITY COUNCIL WORKSHOP 02 OCTOBER 2006 Mayor Emeott convened the October City Council Workshop at 7:22 PM in the first floor meeting room of Tousley Ford. Mayor Emeott, Councilors Bosak, Schilling, Rasmussen and Watson were present. Also present were City Clerk Magnuson, Mark Sweet of the Business Development Committee, City Engineer Justin Gese, Jim Norton and John Clebek of SEH, Inc.. Also present were Derek Wippich, Craig Rafferty, Bob Uzpen and Gretchen and Dale Swomley. Mr. Norton, Mr. Clebek and Mr. Gese of SEH, Inc. Were then recognized and Mr. Norton presented on behalf of the group the "Municipal Water Supply Feasability Study" ordered by the City Council. Mr. Norton explained the criteria used, the involvement by various members of the City Council, Planning Commission and City Staff, and the general format of the study. The study is broken down into four (4) scenarios including self supply, supply from White Bear Lake, supply from Vadnais Heights, supply from White Bear Township and then a possible multi -supply approach. While no conclusions were drawn, it appears the study favors a relationship with White Bear Lake due to water quality, pressures adequate to provide fire flow throughout the City, and wholesale pricing although consideration and discussion will be needed for the Council to pursue the selected supplier. It was concluded that the "study" is more than adequate for inclusion in the next generation Comprehensive Municipal Plan. Discussion and specific questions from those present followed. Mayor Emeott then thanked Mr. Norton and his team for their efforts. Discussion then followed regarding future workshop topics including vision statements, alternative sources of revenue and grants.
