Planning Commission members Jim Lindner and Derek Wippich were present. Also present were Mayor Emeott, Walter Powell, Gretchen Swomley, and two residents were also in attendance. The public hearing was called to order at 7:10PM. The purpose of the hearing was to receive comment on two proposed ordinances, RMU and PUD, both drafted by Paul Emeott. JL will contact Planner Dan Jochum regarding meeting with the city attorneys to review possible existing ordinances for incorporation into the proposed ordinances. Paul also provided introductory material and background on underlying zoning as it will apply to these proposed ordinances. One resident expressed concerns that a PUD will change zoning for an area that impacts existing residents who are not part of the PUD. This may cause residents so impacted to feel "left out" of the process. There needs to be balance between existing zoning, the developer, and the residents adjacent to the proposed PUD. The next question asked at what point a PUD takes effect. This is where negotiations between the city and a developer will come into play. Either one can request that a PUD be considered for a particular parcel. After discussion on the above cited items, Lindner closed the public hearing at 7:55. Planning Commission Minutes, 10-3-2006 Interim Planning Commission Chair Lindner opened the October meeting at 7:55PM. Ong/O'Phelan Possible Subdivision Neither Ong nor O'Phelan were present for tonight's meeting. Paul did provide a set of steps for Ong and O'Phelan to follow should they wish to proceed with their possible subdivision requests. The proposed PUD ordinance may be applicable to this situation. One or two possible development strategies were discussed though nothing was formal ized. R1/Recreational Zoning Paul discussed the merits of changing the zoning of the golf course from R1 residential to recreational. It may help with Met Council requirements for Gem Lake housing needs. Herzog Variance There will be a public hearing before the City Council regarding the Herzog's request for a one foot variance to allow for a 16' high accessory building. The Planning Commission agree that the Site Review Committee can review this request and bring forward a recommendation to the City Council. Our main concern is we= don't allow "creep" of building heights in the future except where the request is reasonable, as in the case of storing an RV. Agreement in this instance does not establish a precedent that all other future requests will automatically follow. We will consider each on its own merits. Vision Statements JL read his prepared vision statement and suggested other Planning Commission members and city residents draft similar statements and get them to Walter Powell so he and Dan Jochum can compile them and create a unified statement for the entire city. Mayor Emeott wants the City Council to prepare statements on where they think the city will be in 2030.
